Under the
overall supervision of the UNOPS East Africa Hub (EAH) Head of Implementation
for managerial and administrative aspects, and direct accountability to the
Project Regional Coordinator on delivery of planned outputs, and will work
closely with the Communication Officer.
The writer
will liaise directly with the Communication Officer and the Regional
Coordinator for day-to-day matters and reporting. S/he will, where necessary, liaise with the
Projects National Focal Points and other actors involved in the design of the
initial Integrated Watershed Management Plan.
Consultancy Tasks and Deliverable
In particular
the writer will, in close collaboration with the Regional Coordinator and
Communication Officer, undertake the following tasks:
1.Review the Integrated watershed management plan for river Provaz
catchment basin in São Tomé y Princípe and Mutsamundu river basin in Anjouan,
Comoros, and develop a summarized light version of the plan. The writer will
ensure that the summarized version captures the main essence of the initial
document (strategic objectives, strategies, proposed management arrangements
and key actions and recommendations) in a clear, easily understandable and
consistent style. The following tasks are expected:
● Highlight, extract and simplify key
messages (process, vision, strategic objectives, strategies, proposed
management arrangements and key actions and recommendations) from the
Integrated Watershed Management Plans to ensure comprehension for a
non-technical audience.
● Elaborate
a clear, logical and articulate structure for the summary versions of the two
documents.
● Format and edit the text in a
consistent and easily understandable style that is suitable for a non-technical
audience such as policy makers or the general public.
● Submit summary versions for review to
the PCU and implement comments received.
2.
Produce at least two case studies per participating country based on the
implementation of the all the components of the project. This series will
capture best practices, lessons learned and success stories in a clear and
engaging style. The following tasks are expected:
● Identify case studies in the
participating countries with the help of the Communication Officer.
● Finalize a uniform template with the
Communication Officer.
● Liaise with relevant stakeholder to
gather the necessary information on the case studies.
● Write compelling case studies
following the template.
● Submit case studies for review to the
PCU and implement comments received.
Note: The final outputs and documents will have to be validated by
the Regional Project Coordinator in consultation with relevant authorities. The
terms of reference and contract can be amended and if additional case studies
are identified during the course of the consultancy.
Duration and Expected Time Inputs
The planned consultancy is scheduled to be executed from 1st February
2017 to 30 June 2017 with expected time
inputs being 60 days.
Final approved draft of the summarized versions of the Watershed Management Plans incorporating review and inputs 10 days
Final approved draft of the 24 case studies incorporating review and inputs 40 days. The terms of reference and contract can be amended if additional case studies are identified during the course of the consultancy
