Finance Group

The Finance Group (FG) is a critical and strategic business function in UNOPS and serves as an authoritative and integrated partner in the organization on strategic financial planning and budgeting, business strategy and practices, financial analysis and risk assessment, financial management services and long term organisational treasury and investments.  As the steward of resources of a self-financing UN entity, FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organisational/international accountability framework and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders.

1. Project cost recovery of locally managed shared services

Support the roll out of UNOPS cost recovery policy for locally managed shared services

Provide capacity building on the management of locally managed shared services

Establish reports to support oversight on the recovery of locally managed shared services in engagements as well as for offices

Gather requirements and coordinate with IT team to ensure that IT systems are configured to support the requirements of implementing and managing the shared services at local level

2. Project budgeting

Contribute to drafting of project budgeting templates for UNOPS service lines that meet donors and project managers requirements and facilitate reporting

Support the maintenance of UNOPS costing tools

Contribute to and maintain an integrated project budgeting toolkit

Establish reports to support oversight on UNOPS project budget statuses (overspent/underutilization)

Gather requirements and coordinate with IT team to ensure IT systems are configured to support project budgeting requirements, including budget control levels

3. Finance knowledge management and support

Support the documentation of requirements from donor agreements in regards to budgeting, cash flow, cost recovery, accounting, reporting and project closure.

Support the collection, documentation and maintenance of finance knowledge in the new UNOPS knowledge management platform in areas of expertise.

Prepare notes, guidelines, and replies relating to or arising from implementation of project finance procedures.

Document best practices as a result of UNOPS ERP implementation (oneUNOPS).

Provide input to policy documents that are under the authority of the Project Finance team

Support finance management on other financial matters as required

Impact of Results

The results have an impact on the overall efficiency of UNOPS in financial resources management and success in introduction and implementation of operational strategies. Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance UNOPS credibility in use of financial resources

• Advanced University degree in Business Administration, Finance, Accounting or related discipline is required.

• A combination of a first level University degree in finance or related field plus additional work experience may be accepted in lieu of the Master degree

• Minimum 3 years of relevant progressively responsible job related experience in finance or accounting is required

• International exposure required

• Prior experience in rolling out a management system/concept is required

• Experience in high level stakeholder interaction is required

• Experience in the usage of computers and office software packages (MS Office) and advance knowledge of spreadsheet and database packages, as well as experience in handling of web-based management systems is required.

• Full working knowledge of English.  
• Full working knowledge of French or Spanish would be a strong asset
