Governance Officer

UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Together with its partners, the Stop TB Partnership is a collective force that is transforming the fight against TB globally. 

Under the guidance of the Executive Director, the incumbent will work in the Executive Director’s Office and will serve as the officer responsible for all governance matters pertaining to the Board and its Committees, and support other related functions in the Secretariat pertaining to updating of Operational Strategy and Standard Operating Procedures, reporting of KPIs to the Board, and maintaining Board constituencies.

• Under the guidance of the Executive Director and working in close collaboration with the Executive Director’s Office and other team leaders of the Secretariat, the Governance Officer is responsible for the efficient functioning of the Stop TB Partnership´s governance structures.
• The incumbent will guide and facilitate meetings of the Stop TB Partnership Coordinating Board, Executive Committee and Finance Committee.
• Organize the Board meetings, including guiding the development of agenda, compilation of supporting documents for agenda items, writing the decision points, ensuring orderly proceeding for plenary sessions, and oversight of multiple side events;
• Follow up on Board Decisions Points to ensure that they are acted upon in a timely manner and the Board is informed about progress.
• Ensure that appropriate and effective governance processes are in place and regularly updated.
• Establish good working relations between the Board, its Committees and the Secretariat.
• Be responsible for monitoring effectiveness, suggesting improvements in Governance processes and procedures and handling of strategic and sensitive issues.
• Be the focal point for reporting of KPIs to the Board, including collections of related results from Stop TB teams and compilation of KPIs in the format as requested by the Board. Ensure that the KPIs are regularly updated and remain relevant to the work of Stop TB.
• Ensure that the Stop TB Operational Strategy is regularly updated, the Stop TB workplans are linked to the strategy and approved by the Board / Executive Committee in a timely manner.
• Be the liaison focal point and maintain a good communication channel between Board and Secretariat, serve as an effective and proactive conduct ensuring a continuous and appropriate information flow, and ensure Board concerns are rapidly communicated to relevant Secretariat teams for response.
• Provide professional, comprehensive and substantive support to the governance structures to ensure the smooth functioning and efficient management of these structures.
• Guide the development of agenda and conduct the meetings of Committees.
• Handle opportunities generated from Board members, constituencies and partner ecosystem, including through work with cross-functional teams.
• Provide background information through research, analysis and assessments on relevant issues related to the Partnership´s work and its cooperation with other organizations and institutions; and support the Executive Director and senior staff in StopTB with decision-making and in-house coordination.
• Liaising with other relevant Board Relations structures of other organizations to ensure that appropriate information regarding these other organizations are taken into consideration in the governance and management of StopTB Partnership´s work.
• Ensures the Stop TB Partnership Secretariat SOPs are regularly updated and maintained.
• Perform any other duties as required.

• A minimum of  7 years of relevant experience in the field of development and international relations,
• Experience in global health, especially in tuberculosis.
• Experience working in an international cross-cultural environment

Desirable

• Experience working in an environment that is politically sensitive and highly visible

Excellent knowledge of English with proven ability to communicate in English (spoken and written) in a clear and concise manner. Knowledge of another UN official language is desirable.
