Context and Objective of Assignment:
In 2018, SEforALL will
work together with the Climate Action Network and E3G for on a project called “Shifting
financial Flows to invest in Low-carbon Development”. This project objective is to support the shift of financial flows
to low carbon development, engaging stakeholders in Vietnam, the Philippines
and Indonesia. National engagement will activate the creation of national
policy initiatives that shift finance into low carbon development. Political
economy mapping will be undertaken in each country and inform high-level and
other stakeholder convening to generate national policy initiative
recommendations. In close collaboration with in-country stakeholders, the
project partners (SEforALL, the Climate Action Network and E3G) will work on
deeper engagement in at least one country to further support domestic policy
initiatives. Outputs will provide
guidance to the public and private sector to support accelerated investment in
low carbon development.
SEforALL
will serve
in the following functions/roles within the project:
- Setting up the project framework and
collaboration structure;
- Managing the funds;
- Setting up and implementing a MEL framework and
a Knowledge Management strategy;
- Providing strategic input to the Political
economy mapping conducted by E3G;
- Leveraging the SEforALL heatmapping approach
and communication tools;
The MEL, KM Officer
will be supervised by and report to the SEforALL Chief Administrative Officer
The
Assignment
SEforALL seeks an experienced professional
to refine and implement the knowledge management, and monitoring, evaluation,
learning strategy and plan of the project (“Shifting
financial Flows to invest in Low-carbon Development”), including reporting to
key stakeholders. The MEL, KM Officer will ensure the successful roll
out and implementation of this plan so that outcomes and learning are
effectively captured.
The assignment
is for 9 months, up to 180 working days. (subject to the completion of the
project, extension possible). The MEL, KM Officer will be part of SEforALL’s
Operations Team, working closely with SEforALL’s MEL team.
Specific Responsibilities
Monitoring, Evaluation and Learning
- Refine
and finalize the MEL framework included in the project proposal.
- Develop
and roll out of the MEL strategy for the project in close consultation with the
project partners.
- Refine
indicators, develop monitoring instruments and ensure timely data collection.
- Develop
standard monitoring and reporting formats.
- Write
monthly reports, in close collaboration with the project partners, and support
End Project Review and related reporting requirements.
- Prepare
briefings, slide shows for presentation to the funding partner and partners on
the Project’s activities and lessons learned in collaboration with the project
partners.
- Ensure
that project partners fulfill their MEL obligations and that reporting systems
are harmonized among the project partners and the funding partner.
Knowledge Management
- Define
and implement a knowledge management approach aimed at enhancing knowledge
sharing and delivering planed results based on the requirements set by the
funding partner.
- Develop and manage instruments for knowledge
sharing and exchange with partners and other relevant project, programs and
institutions.
- Work
closely with project partners and implementing partners to seek for the latest
developments in all relevant thematic areas and take advantage of all mechanism
for contextualizing and sharing that knowledge.
- Prepare
knowledge products, including lessons learned and success stories.
- Draft monthly knowledge sharing reports to
stakeholders on the developments in the project and partner countries.
Other
- Perform
other duties as may be assigned by the supervisor.
