Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

It is led by the Cluster Head who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

• Assist the DHS to identify the need, determine cost and plan all NY Office support services, including procurement, finance, human resources and administrative services  
• Support the monitoring of all aspects of operations to ensure compliance with corporate strategies, UNOPS rules, regulations, policies, and standards of accountability, ethics and integrity and achievement of results
• Provide assistance and support to programme and project budget preparation, revisions and work planning
• Support procurement processes, including tendering processes and evaluation and supplier selection, to ensure viable procurement solutions that meet operational needs and compliance with UNOPS procurement procedures, regulations and standard of accountability, ethics, integrity and performance
• Assist in developing a learning culture by empowering individuals and teams to identify critical learning needs and plan/provide easy access to learning opportunities to maintain personnel competency and flexibility
• Collaborate in monitoring control of all staffing issues within the NY Office as required by the projects’ demands including recruitment, training, staff performance review
• Assist in managing the acquisition, maintenance, inventory, recording, verification and protection of project and administrative facilities/assets, including IT infrastructure, equipment and servers
• Assist in managing the timely and efficient delivery of all administrative services, (e.g. premises, asset management, organizational and personnel security, travel and IT)
• Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building
• Conduct research, review and analysis of information and documents for the DHS
• Synthesize and summarize information for the DHS to facilitate decision-making
• Provide support in the coordination and preparation of proposals, reports, presentations, and other materials as needed for the DHS's internal and external use
• Participate in the development of PSC’s work plans, reports on progress, and other relevant documents and outputs
• Assist the DHS prepare for internal and external meetings by developing and coordinating inputs and speaking points
• Act as first line ‘information filter’, helping manage information flow to and from the DHS
• Support in the process of developing and maintaining a tracking system to assist the DHS in following up on pending issues
• Provide support in drafting correspondence for the DHS
• Initiate, plan, assist in special assignments/projects for the DHS, and serve as his/her representative at meetings with other managers for planning and coordination purposes
• Perform other related duties as required.

Education:

• First-level university degree (bachelor or equivalent) in Business Administration, Project Management, Social Science, or other relevant field with 5 years of relevant experience

Experience:

• Relevant experience is defined as experience performing substantive and procedural transactions in a large multi-departmental office environment
• Experience providing specialized support to senior management is desired

Languages:

• Fluency in English is required (read, write, speak)
• Fluency in another official UN language is desired
