Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

One of the main objectives of the Peace and Security Cluster is to rapidly deploy project personnel to the field. To accomplish this, it has established a Pool of Experts, from which it deploys and re-deploys personnel in order to fulfil personnel vacancies.  A Pool of Experts is a roster of specialists whose technical knowledge and personal suitability has been evaluated and approved in advance, allowing them to be deployed on short notice and in short order.   Pool members can be deployed on any of UNOPS contract modalities: FTA, TA, or I-ICA (International Individual Contractor Agreement). 

Background: UNMAS Syria Response

Established in Syria since 2018, following the signature of a Memorandum of Understanding (MoU) with the Syrian Arab Republic, UNMAS strives to expand humanitarian mine action in Syria, with the aim to respond to high humanitarian needs. This includes humanitarian mine action activities prioritized in the Humanitarian Response Plan (HRP) for Syria: risk education, victim assistance, survey and clearance.

The conflict in Syria has been characterized by the extensive use of explosive weapons which resulted in large scale explosive hazard contamination, with the presence of diversified types of ordnances. According to the Humanitarian Needs Overview (HNO) 2019 for Syria, 10.2 million people live in communities reporting explosive hazard contamination; men, women, and children, are exposed to the threat of grave injuries and death on a daily basis. Millions of people live with a permanent disability and new conflict-related trauma cases lead to thousands of permanent disabilities requiring long-term and multi-dimensional support.

Under the supervision of the Chief of Operations, the duties and responsibilities of the incumbent are as follows:

• Provide Emergency Trauma Bag (ETB), Individual First Aid Kit (IFAK), and Basic & Advance First Aid training to UN, INGO, NGO and MA organizations personnel to improve capacity;
• Provide support in the delivery of explosive hazard awareness courses for all operating humanitarian workers that request assistance;
• Act as the coordination focal point with Health Cluster partners and assisting in the liaison with Health Cluster organizations as needed;
• Maintain an up-to-date Medical Evacuation and Mass Casualty Evacuation Plans;
• Maintain an up-to-date list of medical facilities, capacities and response plans
  supporting mine action for Syria Programme;
• Review and conduct quality assurance of humanitarian partners’ medical standard operating procedures and casualty evacuation plans to ensure they are fit for purpose;
• Support the establishment of offices and advising on medical matters, with particular regard to developing victim assistance initiatives and programming;
• To be deployed as part the UNMAS technical advisory teams;
• Identify needs and promote a culture of medical awareness and preparedness.

Education

• An advanced university degree (Master’s Degree or equivalent) in Medicine, Public Health, or related field with five years of relevant experience is required; OR

• A first level university degree (Bachelor’s Degree or equivalent) in Medicine, Public Health, or related field with seven years of relevant experience is required; OR

• A nursing license with six years of relevant experience is required
  
  

Experience

• Relevant experience is defined as experience in areas of medicine or public health

• Experience in delivering training in Emergency Trauma Bag (ETB), Individual First Aid Kit (IFAK) or Advanced First Aid, and Casualty Evacuation (CASEVAC) is required

• Fluency in English (writing, speaking and reading) is required

• Fluency in Arabic (writing, speaking and reading) is required
