Background Information - Job-specific

The Deputy Chief of Security will be reporting directly to the UNDSS Chief Security Adviser (CSA) for Denmark or in his absence to the Designated Official. He/she will assist the CSA with the overall security infrastructure, supervise the security guard team and be responsible for the day-to-day management of security at UN Compounds in Copenhagen.

The incumbent functions within the framework of the UN Security Management System in Denmark, under the supervision and general guidance of the UNDSS Chief Security Adviser. The position is responsible for providing effective and efficient security services to enable the safe conduct of the United Nations in Denmark. The incumbent promotes a compliance and client-oriented approach consistent with UNOPS rules and regulations and UN Security Management System regulations. He/she works closely with and advises the UN Agencies, Funds and Programmes present in Copenhagen, Denmark on security related issues.

1. Advisory and Technical

Advise the Designated Official (DO), the CSA and the SMT on all safety and security related matters pertaining to the management of the UN Security Team and the physical security of UN compounds including the planning and implementation of projects.
In line with the UN Security Management System methodology, policies, and procedures, develop, as required, security risk assessments and recommended mitigation strategies for the UN offices.

2. Operations

Responsible for the daily operation of security at UN Compounds (Campuses 1 and 2) and for the management of all security officers.
Develops security contingency plans in case of emergency; implements and maintains defensive measures to mitigate/forestall all possible breaches of security, taking into account the current security risk assessment.
Assist the CSA in providing advice on the identification, maintenance and functioning of the security infrastructure.
Create, disseminate and maintain Standard Operating Procedures/Post Orders (SOP’s & PO’s).
Manage tasks for security related projects by representing UN security in working groups/task forces including for a new building (Campus 3).
Assist the CSA in establishing procedures for reviewing crisis situations and preparing contingency plans for emergencies including for Fire Safety.
Responsible for the functioning of the Pass and ID card section.
Support the CSA with administrative tasks including procurement of equipment, resource allocation, performance management and preparation and monitoring of the budget.
Identification and mitigation of building deficiencies related to security.
Maintains an ongoing review of operational plans and ensures that UN compounds has a functioning floor warden system.
Ensure that all staff members are kept fully informed on matters affecting their security within the UN City compounds.
- Determine, manage and account for the use of security equipment.
- Deputizes in the absence of the CSA.

Analyze data to form proposals for improvements (e.g. implementation of new technology)
Plan and coordinate security operations for specific events and visits.
Manage and perform daily monitoring, taking necessary action when required, and generate reports as needed.

3. Staff Development

Develop and deliver staff development and training programs for UN personnel and security focal points.
Together with the Security and Safety Associate, ensure that all UN personnel receive briefings upon initial arrival, local security training as necessitated by changes in the security environment, and are kept informed of developments on matters affecting their security.
Maintain up-to-date instructions and training for personnel on implementation of the security plan.

4. Team Management

Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
Provide oversight, ensuring compliance by team members with existing policies and best practices.
Assist in the recruitment of the security guards.

5. Knowledge building and Knowledge sharing

Organize, facilitate and/or deliver training and learning initiatives for Business Unit personnel on Security related topics.
Lead and conduct initiatives on capacity development and knowledge building for Security personnel, including network development, plans, learning plans and activities, procurement practice information and best practice bench-marking.
Oversee team’s contributions to Security knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices in Security.
Guide team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively
