Infrastructure Senior Manager

The Tunisia Project Office operates as an integral part of the Senegal Multi Country Office management structure.  The Infrastructure Senior Manager will have a dual role: 

• Within the Tunisia Project Office, and under the guidance and supervision of the Country Manager, s/he will be responsible for providing support, monitoring and oversight of the respective portfolio of infrastructure project(s) under his/her responsibility and provides infrastructure services and expertise to the different teams, donors, partners and beneficiaries. 

• Within the larger Multi-Country Office in which the Tunisia Project Office operates, and under a second reporting line to the Head of Programme, the Infrastructure  will act as an advisor for Infrastructure project(s), providing infrastructure leadership and expertise to the different project teams, donors, partners and beneficiaries. 

The infrastructure projects within the multi-country office including the Tunisia Project Office are currently a mix of large-scale infrastructure projects involving various sub-projects in different locations and less complex ones. The Infrastructure Senior Manager will be managing a portfolio of infrastructure project(s) which ultimate goal is to deliver infrastructure physical assets or technical outputs. Those infrastructures are diverse and range from educational and health facilities to roads, bridges, irrigation systems or ports. While the complexity of those may vary, maintaining high standards in terms of quality, health, safety and sustainability is always expected.

UNOPS operates in complex contexts where resources might be scarce, local capacity low and where professional judgement and experience in these environments are of uttermost importance.

Education:

• Advanced University Degree in a relevant technical discipline (Architecture, Civil Engineering, Structural Engineering, etc.)

• A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.                                         

• Knowledge and certification in Project Management (PRINCE2, PMI, etc.) is highly desirable.

• Professional certification from an accredited institution ( PEng., CEng. , etc) is an asset

• Completion of the UNOPS PMM, UNOPS PMM Infra perspective and oneUNOPS Projects trainings within (3) months from joining UNOPS is required.

Required:

• A minimum of 7 years of experience in managing vertical infrastructure projects (Rule of law / Justice / court buildings, Health facilities, etc.).

• Demonstrated experience in contract management (FIDIC contracts preferred).

• Demonstrated technical acumen, with the ability to understand, plan, and advice on technical project documents.

• A minimum of two years of experience in supervising teams is required.

Desirable:

• Good knowledge of internationally recognized building codes and standards

• Experience across all the life cycle of infrastructure projects including but not limited to design, procurement and works supervision.

• Proficiency in MS project and schedule analysis

• Experience working in middle income countries and/or developing countries and with multicultural teams is an asset

• Contract type: I-ICA, International individual contract agreement

• Contract level: I-ICA 3, 

• Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance

The Tunisia Project Office is responsible for managing strategic and operational risks associated with the Project Office’s portfolio of engagements (in Tunisia, Morocco, Libya and Algeria) – as part of the Senegal Multi Country Office (MCO) set up, developing and delivering cost effective services contributing to partners' sustainable results and achievements of UNOPS management results. 

UNOPS Tunisia activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners (in Tunisia, Morocco, Libya and Algeria) to facilitate effective procurement, supply and financial management. Partners include the Government of Tunisia, European Union and UN agencies such as UNHCR and WHO. It provides project management services including design, implementation, monitoring and evaluation. It also offers funds management, loan and grant administration, building local capacity markets, training and technical assistance.
