Background information - Regional Technical Roster
As the Asia Region (AR) continues to develop a pipeline for future projects, it is important that it has a fast and efficient way to engage with key technical roles to kick-start or to support operations in a timely manner. To that extent, the AR will establish regional technical rosters for key technical profiles with the aim to enhance efficiency in the recruitment process and quickly get experts on board.
This position is located in the Asian Region, Engineering Section in Country Offices. They are responsible for applying standard engineering practices and precedents in the design, construction, maintenance, repair and liquidation of structures, facilities and systems required to support, develop and oversee the UNOPS portfolio of programs and projects in Country Offices and to ensure that synergies between programs and projects are effectively developed UNOPS projects. Project could include post-disaster recovery, peace-building, health, and food security. UNOPS is expanding its infrastructure and procurement services in Country offices.
Besides fund management, Country Offices are also engaged with the implementation of physical infrastructure projects, including design, construction, and rehabilitation of health-related (clinics and hospital) and the procurement of medical equipment and supplies.
In order to support its response to the COVID-19 situation and its capacity to implement health related projects/programs, UNOPS is seeking qualified candidates for the position of Monitoring and Evaluation Advisor to be part of its roster of retainers.
The purpose of the M&E team/function is:

To monitor grant-implementation, the setting of targets, and the achievement of results

To provide strategic information for programmatic improvements and adjustments;

To support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the projects/ programmes;

To report to the Board on results and progress of the Fund, and respond to other Donor needs;

To put in place data collection mechanisms to inform the Fund’s evaluation.
