Under the direct supervision and guidance of the UNMAS Afghanistan
Deputy Programme Manager, the Operations Senior Officer (Anti Personnel Mine
of Improvised Nature) will provide support to all aspects of IED, in
particular Abandoned Improvised Mine (AIM) - related projects and activities.
The will be specifically responsible for the following duties and
responsibilities:
● Analyse the data and the latest trends related to AIMs across
Afghanistan and provide suggestions for the UNMAS Afghanistan Management on emerging needs to
enable advocacy and resource mobilization for AIM initiatives and review
project proposals from a technical perspective at the request of the DPM
●
Coordinate, facilitate and prioritize all operational tasking of
AIM sites for UNMAS projects, in consultation with relevant stakeholders.
●
Support in monitoring and coordinating the
planning, implementation, execution and completion of AIM related UNMAS
operations
●
Assist the operations team in the desk review and operational
reviews of AIM related projects and activities; help
to draft relevant statement of works or terms of reference for related
projects;
●
Verify that all AIM-related UNMAS equipment and tools are
available, stored safely and maintained in good order
●
Support the UNMAS Afghanistan Programme and Operations teams in
the development and review of statement of works, terms of references and other
documents required for AIM project development from a technical perspective.
Participate in the evaluation of project proposals as part of competitive
solicitation processes
●
Support
in overseeing, monitoring and providing technical advice to all AIM related projects, contractors
and implementing partners to ensure contractual conformity and compliance with
international/national standards, working procedures and contractual
requirements.
●
Identify and report opportunities to develop or enhance existing
working practices and systems.
●
Support
in conducting regular monitoring visits of AIM project activities (training,
survey, clearance, risk education) and working sites to ensure contractual
compliance.
●
Ensure
AIM related quality assurance data is captured in relevant reporting systems
and shared with all relevant implementing partners and UNMAS departments in a
timely manner.
●
Assist
in providing technical support to the maintenance,
revision and updating of AIM related Afghanistan Mine Action and other
standards, SOPs, and working procedures.
●
When
requested, act as the Investigating Officer for Detailed Independent
Investigations or Boards of Inquiry for AIM accidents or incidents. Assist in
providing UNMAS with recommendations on any specific corrective actions to be
taken by the AIM project implementing partners, contractors or other
stakeholders, following an inspection, which finds a critical non-conformity or
area for improvement.

all AIM related reports and documents are properly maintained and kept up to
date.
