Human Resources Associate

UNOPS Myanmar is under the UNOPS Asia, Europe and Middle East Regional Office and was established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed.

The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS’ partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies.

To strengthen Human Resources Management functions, UNOPS is seeking a qualified candidate for the position of Human Resources Associate to support to HR services: recruitment and selection of staff, administration of contracts, benefits and entitlements; HR-related administration, staff development initiatives and support to HR policy development.

Human Resources Associate provides the administration of human resources and its related services in terms of quality, timely and properly recorded/documented recruitment processes and accuracy of work completed. The Human Resource Associate strengthens the capacity of the office in the provision of suitable and excellent human resource recruitment and administration.

• Ensure full compliance of HR processes and records with UNOPS rules, regulations, policies and strategies
• Provide input to the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor.
• Assist the supervisor of the recruitment cycle which included coordination of advertisements, obtaining budgetary and classification clearance, required documentation, short listing and interview qualified candidates, and review of formal review body submission for compliance with guidelines.
• Assist the supervisor to ensure all submissions are complete, and take independent and timely decisions to meet objectives.
• Contribute to development and implementation of the recruitment system and tools for vacancy management, and the maintenance of standards, skills inventory, interview procedures and protocols.
• Assist the supervisor for tracking and reporting on recruitment issues and trends.
• Review of Requests for Personnel Action (RPA) forms to ensure correct budget allocation, and for separating staff, verification that no financial obligations are due to UNOPS.
• Maintain the updated rosters for consultant
• Monitor and track transactions to ensure timely, consistent and equitable provision of services with a client focus.
• Assist in the research of precedents and analysis of merits of specific requests and presentation of recommendations/solutions to supervisor.
• Draft letters and memos of HR related matters.
• Provide briefing to staff on the conditions of service related to contracts and/or appointments/transfers.
• Ensure necessary documentation related to allowances, appointments and contracts are completed for all recruitment.
• Supervise to maintain and update human resource related records, such as, staff list, eligible staff and dependents for UN dispensary, roster of consultants’ curriculum vitas etc.
• Monitor and follow-up to ensure timely completion of Performance Evaluation Reports for all staff (FT and ICA holders)
• Assist in planning, organizing and making logistical arrangements for workshops, corporate meetings and retreats
• Coordinate and collect feedback on learning events and presentation of results for review purposes.
• Design presentation of training materials and course outlines.
• Track UNOPS mandatory training requirements. Compile learning plans and list of staff who have completed mandatory e-learning courses.
• Supervise and distribute assignments to HR Assistant.
• Participate in the trainings for the operations/ projects staff on HR.

Technological awareness - Solid computer skills in Microsoft office

Education

• Secondary Education is required. A Bachelor's Degree or a Master's Degree may substitute required years of work experience.
• Specialized certification in HR would be an asset. 

Experience

• Minimum 6 years of progressive experience in supporting a human resource management area is required.
• Direct experience in managing staff, operational systems, support services and working directly with clients is significantly preferred.
• Knowledge of Atlas or HR information system is desirable.
• Experience in handling of web-based management systems would be an asset.
• Experience with UN is highly desirable.

Language

• Fluency in written and oral English and Myanmar language is required.
