The UNOPS Myanmar under the UNOPS Asia Regional Office has been established to better support, develop and oversee the UNOPS portfolio of programmes and projects in Myanmar with focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between projects are effectively developed.

The UNOPS Myanmar portfolio currently comprises several programmes and projects, including fund management of the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar. UNOPS Myanmar has also been designated as Principal Recipient of the GFATM for a Regional Malaria Grant (Regional Artemisinin Initiative) covering 5 countries- Vietnam, Myanmar, Thailand, Laos and Cambodia. UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost-effectiveness. It is also responsible for liaison with government counterparts, donors, and UN Agencies.

The Myanmar Country Office/Operations Hub (MMOH) under the UNOPS Asia Regional Office has been established to develop, support and oversee UNOPS’ portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOH plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.

In February 2009, MMOH was selected by the Myanmar Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants is commencing in January 2011.

In August 2013, MMOH was selected by the Regional Steering Committee for the Artemisinin Resistance Containment Initiative for the GFATM as Regional Principal Recipients of the GFATM regional grant for the Greater Mekong Sub-region (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant has commenced in Jan 2014.

To strengthen Financial Management of the GFATM grants, MMOH is seeking a qualified candidate to the position of Finance Officer –Reporting.

Under the direct supervision of the Programme Support Officer[ON1] , the Finance Officer (Reporting) shall be responsible for Reporting. Specifically, he/she shall perform the following duties and responsibilities; 

• Guidance to and supervision of staff as required.
•  Provide day-to-day financial management advice and support to MMOH, GFATM-PR and other projects.
• Develop and implement effective standard operating procedures and internal control systems.
•  Continuous analysis and monitoring of the financial situation of MMOH, GFATM-PR and other projects, including monitoring of budgets.
•  Support financial oversight mechanisms and internal control systems.
•  Ensure full compliance of financial activities and financial reporting with UNOPS financial regulations and rules.

• Monitoring of financial exception reports for unusual activities, transactions and investigation of any anomalies and prepare necessary adjustments.
• Prepare periodic financial statements, project financial reports and ad-hoc financial   reports for all projects for GFATM-PR .
• Ensures proper financial closure of completed projects.
• Monitor the cash ledger and budget all projects for PR-GFATM and remedial action
• Provide responses to internal and external audit queries and observations.

•  Provide responses to GF and Local Fund Agent (LFA) related to financial report.
• Support the implementation of audit recommendations.
• Support the preparation and monitoring of the annual regional administrative budget.
• Support regional capacity building within the areas of financial management, accounting policies and practices, accounting systems and reporting.
•  Assist in the preparation of annual work-plan for the Reporting Unit and monitor performance and achievement against the plans.
• Contribute to knowledge networks and communities of practice.
• Provide technical guidance and on the job training to ensure work standards are achieved, both in terms of quantity/quality of input/output processed.            
•  Perform other relevant duties as required.

Self- reliant: Ability to actindependently with a minimum of supervision. Specific assignments may bereviewed while in progress; however the majority is reviewed on completion.Routine duties are performed independently.

Technologicalawareness -Excellent computer skills and ability to use software tools to present data clearlyand concisely; Good working knowledge of MS Office applications. Proficiency inperforming any management information system. Excellent knowledge ofweb-development.

a. Education

• A Master’s degree in accounting, financial management, treasury management or other fields relevant to the above duties with 2 years of relevant professional experience is required.
• A bachelor's degree with at least 4 years of similar experience is considered as equivalent.
• Certified Public Accountant or equivalent professional qualifications would be an asset.
• Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices is highly preferred.

 b. Work Experience

• A minimum 2 years’ experience in a finance/admin function in the field at an appropriate level, with sound understanding of working with an international organisation
• Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices is highly preferable.
• Previous successful involvement in a similar position with the UN system would be an asset.
• Previous working experience with Enterprise Resource Planning (Agresso) would be an asset.
• Fluency in English and Myanmar languages required.

c. Languages

• Fluency in both written and spoken Myanmar language and English is required.
