The Policy and Training Analyst takes responsibility for the following areas of work:
Procurement policy development and advice
Develops policy and manages and maintains the Procurement Manual and other policy documents, user guides and resources to support the successful implementation and use of the policies;
Identifies and recommends changes to policies and tools based on lessons learned and outcomes of learning evaluations, as well as through benchmarking with public and private sector practices and activities;
Provides advice on the matters of procurement policy and related topics;
Provides input into planning, implementation and documenting different corporate initiatives within procurement policies, and identifying new areas of intervention;
Contributes to the greater work of the development agenda, and feed into the relavant units, through advice on policies.
Strenghtening of knowledge network of procurement practice:
Develops a line of knowledge products and services to offer to clients and partners. In parallel, identifies a roster of Subject Matter Experts to support growth in the training program delivery;
Manages and oversees the practice information packages look and content of all procurement developed websites, public documentation, program materials, etc to assure consistency and branding and navigation of all SPPG materials in close collarboation with Product Design and Knowledge Management Analyst;
Creates methods for leading and supporting thematic discussions and managing blogs and other venues where experience and learning can be shared;
Drafts knowledge artefacts such as newsletters, memos, guidelines or other guidance material for all procurement practitioners at UNOPS.
Development of processes, tools, and templates:
Develops and implements a broad suite of templates and tools to support the procurement practice – working in harmony with other subject matter experts to assure the learning program is comprehensive, and current;
Carries out extensive research to ensure quality driven and corporately coherent products.
Administration of vendor sanctions board:
Manages and maintains the system on vender sanctions, supporting the review and recommendation process including the document management of the sanctioned vendors and monitoring of published lists to ensure compliance with prohibitions and lifting of sanctions;
Prepares submissions to the vendor sanctions board in collaboration with the Team Manager, Policy, Training & Knowledge Management team;
Manages communication with suppliers and liaises with internal stakeholders such as the Legal Practice Group as required.
Development and roll-out of procurement training programmes:
Acts as back up for the Training Specialist in developing and delivering a learning curriculum for procurement practitioners that will lead to credentialing;
Delivers procurement trainings to various audiences such as procurement practitioners, project managers or other non-procurement personnel or external stakeholders as required.
