The focus of the Procurement Data Analyst is to design, develop and manage the analytics program in order to capture and provide meaningful information and oversight in support of the procurement program including the reporting of goals to support the programmes of our partners and clients (e.g.: sustainability spend, disadvantages supplier program statistics, etc.) and to support the optimization of existing electronic tools and to facilitate best-practice procurement processes. Under the guidance and direct supervision of the Team Manager, the Procurement Data Analyst is responsible for the analysis and reporting of all program information/measurements and for the support to the optimizing of procurement tools and practices, the goal being to achieve best practice in the different parts of the procurement process.
The Procurement Data Analyst will work proactively to identify areas of focus and benefit to UNOPS and/or partners, and to be responsibly innovative and creative in finding solutions to procurement challenges faced by procurement practitioners.
The job functions will include the below:
Assist in designing, developing and maintaining a robust analytics program including reporting routines (in support of data and system use) in support of all procurement across UNOPS, Provide oversight for procurement data and procurement processes; developing system routines to check for data and process integrity and compliance with policy and rules, including:
Review procurement data quality
Conduct a procurement data gap analysis (breadth and depth)
Establish a methodology to collect procurement statistical information from within UNOPS and/or suppliers and/or partners, ensuring robust, consistent and trustworthy format for data input, collection and output. This will include:
Preparing and implementing data capture methods, validation protocols, analytics and trends, including:
Centralizing data collection, analysis, actions and communication within SPPG
Ensure data integration with source data to and from relevant systems
At the source classification and enrichment of item, contract and vendor data
Prepare all tables/graphs and contextualize information for the Annual statistical report for the UN.
Analyze existing spend and other procurement related information to identify patterns and trends, and to probe deeply to determine root cause and to look for possible solutions related to procurement. This includes:
Conduct spend analysis across product & service categories, by projects, by countries as well as supplier sources to draw practical conclusions from the data.
Conduct analysis for attributes other than spend (for example- vendor data, sustainability indicators, contract compliance data, pricing and competitors data)
Contextualize data and turn same into usable information in support of the procurement functions
Create templates for conducting spend analysis and procurement analytics for advisory services or internal use
Communicate with a wide variety of stakeholders to validate the findings, to present the results and to establish dialogue on possible solutions. Provide timely and accurate procurement related information in a clear and concise manner to support proactive decision making
Document findings regarding results of conducted analysis and observations, both in text and in visual form (charts, graphs, illustrations etc.)
Identify opportunities where efficiency gains, collaboration, cost and time savings, local and sustainable procurement performance can improve across the end to end procurement cycle.
Catalogue existing procurement statistics/data and providing summary data for decision making
Generate regular, periodic and ad hoc reports on procurement activities in support of the delivery practice and the operational centres.
Provide easy to access views and dashboards to heighten the ability to take action on savings and efficiencies across UNOPS in relation to procurement activities.
Record and report delivered results on spend regarding soft and hard savings.
Develop and provide training programs on data collection, data and trend analysis, data reporting.
Impact of results:
The Procurement Data Analyst will assure the integrity of the data, and impact the overall efficiency and effectiveness of procurement, supply chain and contract management processes at UNOPS. In addition the ability of UNOPS to report on procurement savings, spend, trends and contribution goals will be assured.
