The focus of the Systems Analyst is to facilitate the organization wide adoption of procurement system, solutions and tools that will facilitate best practice procurement processes. Under the guidance and direct supervision of the Team Manager, the Systems Analyst is responsible for optimizing procurement tools and practices, the goal being to achieve best practice in the different areas within the procurement process. The Systems Analyst will work proactively to identify areas of focus and benefit to UNOPS and/or partners, and to be responsibly innovative and creative in finding solutions to procurement challenges faced by procurement practitioners. The job functions will include the below:
Analyze and interpret existing practice, processes, rules, policy and regulations to identify areas of focus for enhancement of procurement, supply chain and contracts management processes.
Analyze existing solutions, systems and tools, and also the technology market, to identify new ways of providing solutions to a wide variety of issues and challenges related to procurement.
Analyze the market to provide technology solutions that facilitate transparent, efficient and effective procurement processes.
Assist in the planning, implementation and roll out of necessary solutions and tools aimed at enhancing procurement processes, and to manage and maintain these solutions, systems and tools to ensure that they remain current in their support of procurement best practice.
Optimize existing tools and practices (UN Web Buy, Atlas, UNGM, Sourcing) where possible to improve procurement process and to continuously search for new products and methods to support process simplification.
Develop and provide training programs to support the use of the procurement system, solutions and tools.
Develop and manage quality assurance programs to monitor use of procurement system, solutions and tools.
Minimize cycle time with vendors to adapt system, customize catalogues and make goods/services available on the electronic catalogue system UN Web Buy.
Actively participate in the advancement of the technology platform to enhance the self-service and overall client experience through electronic catalogue(s).
Develop a communications strategy and tools in support of the e-procurement project drafting communications to stakeholder groups as necessary.
