Evaluation Support Officer

The Water Supply and Sanitation Collaborative Council (WSSCC) is a global, multi-stakeholder membership and partnership organization that works with poor people, their organizations, governments and small-scale entrepreneurs to improve sanitation and hygiene at scale.
Founded in 1990, the Council maintains a membership of over 4,000 water, sanitation and hygiene (WASH) professionals from over 80 countries.
The United Nations Office for Project Services (UNOPS) is the legal and administrative host of WSSCC.
The mission of the Council is to ensure sustainable sanitation, better hygiene and safe drinking water for all people, with focus on the poorest and most marginalized members of society in developing countries. In order to achieve its mission, WSSCC facilitates sector coordination at national, regional and global levels, supports national sanitation and hygiene programmes through its Global Sanitation Fund (GSF), coordinates knowledge platforms, and advocates on behalf of the 2.5 billion people without a clean and safe toilet to use.

The WSSCC puts Monitoring and Evaluation (M&E) at the heart of its programs to ensure that all its programs, including the GSF program, delivers results in line with its Medium Term Strategic Plan (MTSP) for the period 2012-2016. The M&E unit is a relatively new and small unit, situated within the Networking and Knowledge Management Department (NKM). It has an ambitious portfolio and it is striving to strengthen the organisation’s M&E systems and capacity to ensure that the M&E not only provides the basis to manage programmes for better results, but also acts as a powerful means to generate robust evidence for decision-making, learning and advocacy.

It is in this context that the WSSCC is looking to recruit an Evaluation Support Officer to support the growing Evaluation portfolio. The overall responsibility of the incumbent is to provide technical assistance and support to the Senior Monitoring and Evaluation Officer in ensuring Quality Standards in the Evaluation portfolio of the organisation. 

1. Support the Senior M&E Officer in the overall evaluation cycle management of WSSCC’s programs/projects. This will include drafting terms of reference for evaluations with a clear scope, design and methods, selection, and overall management of evaluation teams in accordance with  UNOPS procedures and guidelines.
2. Support the quality assurance process for the stand-alone and consolidated evaluation reports, specifically those related to the Global Sanitation Fund (GSF) Mid-Term and End-Term Evaluations. This will include, supporting the development of an informed and time-bound evaluation pipeline and framework for the GSF, which will further strengthen the results and evidence-based approach of WSSCC’s current MTSP as well as the forthcoming MTSP.
3. Facilitate communication between stakeholders and the evaluation teams throughout the evaluation cycle- inception, implementation, learning and dissemination. This will include supporting the external Advisory Bodies created for various Evaluations.
4. Provide learning support to the in-country stakeholders as well as the Geneva-based  stakeholders undergoing evaluation and participate in the evaluation missions as required.
5. Support the Senior M&E Officer to facilitate Management response(s) to the Evaluation findings and recommendation compliance follow-ups and reporting.
6. Monitor the evaluation consultants’ work for adherence to the standards for Evaluation in the UN System, most importantly upholding the principles of independence and transparency.
7. Collaborate with the Communications and Knowledge/Learning Systems Officer (s) to organise and disseminate evaluation evidence, outputs, summaries of consultations in order to enhance their timely and strategic use by relevant decision makers and stakeholders within and outside the WASH sector.
8. Support the Senior M&E Officer to strengthen the partnership with the UN Evaluation Group (UNEG),  organizational policy frameworks on Evaluation as well as implementation of the M&E Communication and Dissemination plans.
9. Extend support to conceptualise, organise and manage various events and initiatives to share the Evaluation findings and lessons such as the International Year of Evaluation, Global Forum for Sanitation and Hygiene etc.

     10. Contribute towards the development of WSSCC’s next Medium Term Strategic Plan, particularly, in association with the NKM Manager and the Senior M&E Officer, develop and present the emerging findings from various evaluations to ensure that the evidence, results and performance coming out of the Evaluation informs the next MTSP.

    11.Contribute towards WSSCC Work Plans and Budgets, Biennial Operational Plans, results-based monitoring and evaluation framework and systems. Also support annual reviews, mid-term evaluation and inter-agency learning.

    12.    Contribute towards the efforts by the WSSCC Executive Director to mobilize resources and maintain inter-institutional relations with key development partners and member States as and when required.

Masters or equivalent in social sciences, economics, international development,  monitoring & evaluation or other subject of relevance to the post is essential.

A bachelor’s degree plus two additional years of relevant experience in these subject areas may be considered in lieu of the advanced university degree.

Five (5) years with a Master’s degree or Seven(7) years with a Batchelor’s degree of relevant work experience in managing/supporting evaluations, in particular country/project/thematic evaluations in subject areas relevant to WASH, Health and Education.

Technical knowledge of Evaluation theory and practice, theory of change, impact evaluation, results-based management, mixed methods, quantitative and qualitative data analysis is mandatory.
