UNOPS Office in the Democratic Republic of Congo (DRC),serve five countries: DRC, the Republic of Congo,  the Central African Republic, Gabon, and Equatorial Guinea.

UNOPS is supporting UN WOMEN for the implementation of a project aiming to provide an inclusive Disarmament, Demobilization, and Reintegration (DRR) and strengthen the gender dimension of the humanitarian response in Central African Republic. The project aims to address the specific needs of female ex-combatants and associates; and to provide holistic assistance to victims and survivors of SGBV and others affected by the crisis, in particular female ex-combatants (FC), females associated with armed groups (FAAFG), female dependents (FD) and IDPs, the ultimate goal being to contribute to the stabilization of CAR and to build greater social cohesion within communities for sustainable peace.

The Programme analyst is expected to support the planning, management, coordination and monitoring of the project activities implemented by UNOPS, in Bangui, Bambari and Bouar.

Under the overall guidance of the Project Manager, and the direct supervision of the Project Coordination Analyst, the Programme analyst will:

• Support the effective coordination of the UNWOMEN project
• Liaise with the relevant support staff, particularily the Procruement Unit and PSO to track the progress of the project
• Work with the relevant support staff to monitor that the project utilizes the available financial resources in an efficient and transparent manner
• Follow-up on and work closely with the UNWOMEN consultant on the activities linked to the “Gender and DDR Assessment Report”, as well as other UNWOMEN planned field activities
• Support, her or his supervisor in the identification, selection and contracting process of the implementing partners, with the support of the procurement unit
• Provide a weekly update on progress to UNOPS Deputy Project Manager
• Produce monthly reports: highlight report, statistics report for the project period
• Work in close collaboration with UNOPS DDR/CVR team and UNWOMEN team
• Support the Project Coordination in monitoring that all project activities are carried out on schedule and within budget, identify gaps, and propose solutions as required in order to achieve the project outputs
• Track the implementation and completion of implementing partner’s activities, specifically those that are GBV related
• Support the the Project Coordinator in the monitoring and evaluation of the project activities
• Liaise with relevant stakeholders to ensure the success of this project
• Support advocacy efforts with potential financing agencies and institutions, and contribute to outreach with existing partnerships
• Conduct other tasks as may be requested by his or her supervisors and UNOPS

• Demonstrate project management skills and ability to coordinate and manage project implementation tasks
• Technical knowledge and understanding of gender responsive DDR
• Excellent communication skills with ability to express ideas clearly, concisely and effectively, both orally and in writing
• Strong organizational skills and ability to work in a fast paced environment balancing multiple tasks
• Self-motivated, ability to take initiative and to work independently, as well as part of a team
• Proficiency in using computer applications (word processing, spreadsheet, presentations, project planning, e-mail, etc.)
• Ability to work in multi-cultural, multi-disciplinary environments

• Master’s degree in Business Administration, Development, Conflict Management, Social Sciences or  related fields required
• A Bachelor degree in Administration, Development, Conflict Management, Social Sciences or related fields with 2  additional years of relevant experience may be accepted in lieu of the Master’s degree

• Minimum 1 years of experience in relevant and associated fields of endeavor
• Prior experience working in the field of gender responsive reinsertion and reintegration of demobilized ex-combatants is desired
• Previous experiences in developing countries and prior work experience with UNOPS or UN Agencies would be an asset
• Previous experience in the Central African Republic is desired
• Previous experience in Monitoring & Evaluation activities would be an asset

• Fluent spoken and written English and French
