The consultant is needed to provide
scientific support to the various work streams of the Climate and Clean Air
Coalition including the activities of the Coalition’s Scientific Advisory
Panel, the Regional Assessment Initiative of the Coalition as well as the
science-related activities of other Coalition’s initiative.
Under the general supervision of the
Head, CCAC Secretariat, the incumbent will be responsible for the following
duties:
A. Support
the activities of the Coalitions’ Scientific Advisory Panel (SAP)
• Convene,
in close coordination with the SAP Chair, meetings and teleconferences of the
SAP members;
• Prepare
SAP meeting agendas and background documents;
• Prepare
draft technical documents for interpretation of scientific developments in support
of the Coalition’s decision-making, including those relevant to mitigation
measures ready to be adopted;
• Provide
draft responses to science-related questions from the CCAC working group and
the lead partners of the CCAC initiatives;
• Research,
analyse and present information gathered from diverse sources and collate SAP
member recommendations to address short-lived climate pollutant (SLCP) science
gaps and research priorities, and promoting these among partner countries and
organizations as requested.
B. Take
the lead in the Coalition’s secretariat on SLCP scientific issues
• Advise
the Secretariat regarding the scientific coordination with CCAC initiatives
• Coordinate
the collaboration between the SAP and the initiative lead partners for the production
of integrated regional assessments of SLCPs as requested by partners, with
science as a sound basis;
• Give
advice on emissions quantification approaches and, where appropriate,
measurement methodologies and tools and tracking of progress in emissions
reductions and other impacts over time, and on other relevant science issues
raised by the initiatives, as the interface with the SAP.
C. Lead
on scientific support and advisory activities to the Coalition and its
initiatives
• Act
as the interface for scientific matters between the Scientific Advisory Panel
(SAP) and the various CCAC partners and groups;
• Generate
survey initiatives; designing data collection tools; reviewing, analysing and
interpreting responses, identifying problems/issues and preparing conclusions;
• Provide
frequent information and advice to the Head of the Secretariat on technical and
scientific matters relevant to the CCAC’s mission.
D. Support
the SAP in promoting science-policy dialogue on SLCPs
• Coordinate
the promotion of science-policy dialogue with the broader science community and
coordination with other global initiatives and instruments related to SLCPs,
led by the SAP and in collaboration with other Partners, including organize and
prepare written outputs, such as draft background papers, analyse sections of
reports and study input to publication, and help convene science related
conferences on short-lived climate pollutants, as appropriate;
• Coordinate
with other relevant science networks and initiatives outside the Coalition
(i.e. inter- governmental scientific bodies under UNFCCC, Montreal Protocol,
Arctic Council, CLRTAP; and international scientific initiatives, such as,
IGBP/IGAC, ABC) and inform on Coalition’s work;
• Organise
Coalition side events or presentations at key conferences and workshops, as
required, in coordination with the Communication Group.
E. Advise
and support relevant staff and CCAC partners in the production of communication
materials and briefings of the Coalition
• Advise
on the scientific accuracy of the Coalition’s communication materials, and
coordinate scientific review of major Coalition’s outreach and communication
materials;
• Prepare
briefings and talking points as required, especially for the Head of the
Secretariat.
