The incumbent will
be based in Tunis, Tunisia, and will report directly to the Chief of Arms &
Ammunition of UNMAS Libya. He/she will
provide services intended to mitigate the threat posed by Improvised Explosive
Devices (IEDs). More
specifically, the incumbent will be responsible for supporting UNMAS Libya in
the following areas:
Situational Awareness of
Current and Emerging IED Threats in Libya:
The incumbent shall provide IED
technical subject matter expertise in support of the UNMAS Libya team and
undertake of tasks at the request of the UNMAS Libya Programme Manager or the
Chief of the Arms & Ammunition Advisory Section, as deemed reasonable.
- Outputs:
- Draft and maintain the UNMAS Libya IED threat assessment (in MS
Word and PowerPoint format) documents, and update them on a monthly basis;
- Monitor all available information sources and provide key UNMAS
staff with timely information on emerging threats.
Production of TOPs for IED
Search and Technical Support for the Sirte IED Clearance Project:
The incumbent shall produce a
set of technical operating procedures (TOPs), which will assist in the delivery
of IED Search training and equipment procurement to assist the Libyan
authorities in the development of national IEDD capabilities. These TOPs may also assist UNMAS in
developing a set of internationally recognised procedures governing IEDD and
Search. The incumbent will also attend and provide technical support to the Sirte
IED Clearance Project monthly meeting that is held in Tunis, as required.
- Outputs:
- Generate draft IED Search TOPs for review by UNMAS Libya team;
- Circulate draft IED Search TOPs for comments and feedback from
stakeholders;
- Update and finalise Search TOPs to reflect stakeholder comments;
- Attend Sirte IEDD Clearance meeting in Tunis, as required.
Assistance in the Development
of TOPs for ECM:
UNMAS Libya is planning to contract
an external entity to produce the TOPs relating to the countering of RCIEDs and
the employment of ECM systems by the Libyan authorities. The incumbent will provide support to the
UNMAS Libya Programme Officer in the management of this external contract.
- Outputs:
- Support the development of the project RFP and related project
requirements documents;
- Oversight and management of the deliverables of the selected
contractor;
- Work with the Programme Officer to review and circulate output
documents;
- Finalise set of agreed ECM TOPs for use by the Libyan authorities.
Scoping Study for Development
of Police Forensic Capabilities:
UNMAS Libya is planning to
contract an external entity to assist the Libyan Ministry of Interior and Civil
Police in the development of forensic collection and analysis capabilities that
will make it easier to identify IED makers and facilitators. The incumbent will provide support to the
UNMAS Libya Programme Officer in the management of this external contract.
- Outputs:
- Support the development of the project RFP and other required
documents;
- Oversight and management of the deliverables of the selected
contractor;
- Assist in the review and circulation of output documents.
Threat Mitigation Support to UNMAS Libya
The incumbent shall
work on other tasks intended to support to UNMAS Libya in the area of threat
mitigation. All such tasks shall be based on an agreed task description and
defined outputs that are finalized before the tasks commences. While completing
such tasks, the incumbent shall work under the direction of a nominated
individual, who shall be responsible for ensuring that tasks outputs and
deliverable meet defined requirements.
