Umoja Master Data Material and Service Master Specification Process Expert

The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).

DFS has implemented a range of systems to address the principal requirements of peacekeeping operations and to support and enhance the processes DFS undertakes.

Background information – Umoja

Umoja is the project approved by the General Assembly resolution 63/262 that aims at the transformation of the United Nations Secretariat by enabling high-quality, cost-effective service delivery to support the execution of evolving mandates everywhere the Organization operates.

Umoja, which means "unity" in Swahili, will unite the many support and administrative entities throughout the Secretariat, including in peacekeeping and field missions, through re-designed and common processes for the management of all financial, human and physical resources; a single integrated information system; and training of staff.

UNOPS has been requested to assist in the implementation of this activity.

Under the overall supervision of the Project and Change Management Coordinator, the Umoja Master Data Material and Service Master Specification Process Expert will be responsible for the following duties:

·         Coordinate Global Specification Solutions.

·         Oversee new system configurations and liaise with Master Data teams on master data conversions as well as Security teams on designing system security/access.

·         Ensure communication of standards to business partners and stakeholders.

·         Act as the subject matter expert on the following: transportation materials, engineering materials, field supply materials, facilities maintenance materials, medical materials, information and communication technology materials, fixed assets, classification and specification, data analysis and management.

·         Analyze data to create explicit global description architecture, and research materials to develop new item specifications.

·         Facilitate the collection and validation of material requirements from globally distributed, cross-functional teams (i.e. UN entities and external corporations) related to operations, sourcing, planning, and accounts payable, etc.

·         Classify materials as equipment or asset types.

·         Assign work and provide knowledge to the production support teams.

·         Assess upcoming activities and improve overall process strategies.

·         Develop system cutover activities.

·         Fulfill key project management activities (scope, schedule, budget updates) as needed. 

·         Perform other duties as required.

Work implies interaction with the following:

Staff at all levels of the Secretariat who have specific operational requirements for use of, management of, or reporting on material items or costs of those items:

·         Requisitioners requesting new Material Master Records.

·         Subject Matter Experts defined by the Umoja Master Data Maintenance process for Materials.

·         Property Management approvers defined by the Umoja Master Data Maintenance process for Materials.

·         Umoja Process Expert for Material Master.

·         Other interim and regular staff members working in the role of Specification Process Expert for materials.

·         Specification Process Assistants on the OCSS Master Data Maintenance team.

Professionalism: Ideal candidates have strong analytical and problem-solving skills; they are motivated, self-starters, and multi-taskers who successfully balance various projects simultaneously and develop fresh, out-of-the-box strategies to resolve existing issues. Individuals should be detail-oriented, creative, inquisitive, and work seamlessly across all areas of business to provide support and leadership. Familiarity with project management processes and data conversion / cleansing tools and techniques is highly desirable.

Client Orientation: Ability to identify and analyze client needs and develop appropriate technology solutions to meet business requirements. Establishes and maintains productive partnerships with clients by gaining trust and respect; meets timeline for delivery of products or services.

Communications: Excellent written and verbal skills, including the ability to convey complex technical concepts in a clear, concise manner. Ability to communicate with various levels of technical experience (developers/ operations/ end users/management / support staff). Significant knowledge of technical terminology in a wide variety of fields to avoid duplication in Material and Service Master records.

Planning & Organizing: Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines.

Teamwork: Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
