Monitoring and Evaluation Advisor

DFID has contracted UNOPS to carry out Monitoring and Liaison Support for DFID. The DFID through UNOPS contributes to post earthquake reconstruction programming by providing political and social analysis as well as liaison and monitoring capacity at a district level to further DFID’s partnership with GoN on reconstruction.

The position of Monitoring & Evaluation Advisor will be integral to the structure and performance of the Field Office. The position will support DFID’s Reconstruction Team in achieving effective design and implementation of its post-earthquake reconstruction programming.

Working principally from the field base in Dhading Besi and with frequent travel among the focus districts, the Monitoring and Evaluation Advisor (National) will report to the Team Leader. S/he will be responsible for the following functions but not limited to:

• Contribute to  the implementation of a strategy for the verification of partner outputs, including those which will trigger payments, and for spot-checks of partner progress at regular intervals;
• Produce key documents through consultation that comprise an M&E strategy for the Reconstruction Programme;
• Manage and compile reporting from district representatives and signal to DFID any points of concern as appropriate;
• Coordinate with partner organizations and (where necessary) draft TORs and commission survey and research work to produce a baseline study or relevant analysis of existing data related to key indicators in the focus districts, under the guidance of the Field Office Team Leader.
• Contribute to the  promotion of DFID’s image and acceptance at a district level;
• Contribute to routine political and social analysis, as well as periodic thematic reporting by liaising with government and stakeholders at both district and local level, mapping actors and relationships, and contributing to building a network to enhance our acceptance and reduce risk;
• Analyse and report on political and social trends pertinent to reconstruction work, including assessing the effectiveness of relationships between the relevant government, UN agencies and I/NGOs supporting the humanitarian response and the multilateral and bilateral donors planning reconstruction.
• Support partner organizations to achieve greater conflict sensitivity and adherence to basic operating guidelines;
• Provide comment on project proposals arising from DFID Nepal’s post-earthquake funding.
• Support the Team Leader & DFID in identifying long term M&E capacity needs of the DFID field office.
• S/he will support the Field Office Team Leader, under his/her direction, in the supervision of District Officers and will deputise for him/her as required.

Monitoring and Progress Controls

Ensure that the project produces the required output within the specified timeframe, cost, quality, scope, risk and benefits. The Monitoring and Evaluation Advisor (National) is also responsible for the project to produce a result capable of achieving the benefits defined in the Business Case. S/he shall contribute to the overall business targets and needs.

Education

• Advanced University Degree (Master’s degree) or equivalent in in political science, sociology, governance, development studies, conflict resolution and peace building, management or relevant discipline
• Bachelor’s degree with relevant years of experience may be considered in lieu of a Masters’ degree

Work Experience

• Master’s degree with 2 years’ relevant  professional experience in monitoring and evaluation, reconstruction and coordination among local partners is required
• Bachelor degree with a minimum of 4 years of progressive experience in similar position may be considered in lieu.
• Experience of working with local government and/or LGCDP as well as with marginalized and vulnerable communities is  desirable
• Deep understanding of political context and security issues in Nepal in general and local district in particular is desirable
• Good understanding of bilateral development works in Nepal; previous experience with DFID or DFID-funded projects is desirable
• Technical knowledge related to community infrastructure construction will be an advantage
• Proficient in use of computer and office software packages (MS Word, Excel and PowerPoint) is required
• Knowledge of UNOPS/DFID rules and regulations preferred
• Motorbike license preferred.

Language

• Fluency in spoken and written English and Nepali is required
