Purpose and Scope of Assignment
Under the direct supervision of the Financial Management Officer (FMO) and overall oversight of the Head of the Support Services, the Finance Specialist-Treasury shall be in charge of the MMOC Treasury Section. The Finance Specialist shall be responsible for performing the following duties:
- Implementation of Operational Strategies;
- Ensure that all payments vouchers comply with UNOPS corporate policies and directives and administrative instructions and MMOC Standard Operating Procedures;
- Respond to internal and external audits queries related to Treasury section by providing supporting documentation in a timely manner;
- Efficient local banking arrangement and compliance with local financial and bankig regulation.
- Develop and implement effective standard operating procedures in Treasury section for internal control systems
- Monitoring and control of Payment process;
- Efficient running of MMOC pay cycle process. All payments paid through the MMOC cycle period should be processed as per the laid down procedures. Ensure regular clearing of the oneUNOPS pay period report;
- Operate the MMOC bank accounts but NOT including being a signatory to any bank account. Update the signature panel list and liaise with the bank managers for any operational matters. Keep the FMO informed of any operational issues that need resolution.
- Manage remittance process for monthly payroll and arrange partner’s payroll to be deliveried to partner’s agencies offices.
- Ensure proper control of the supporting documents for payments related to Remittance and payments.
- MMOC Cash Management and Treasury;
- Supervise the treasury staff.
- Ensure that all cheques and Bank Transfers issued are properly recorded;
- Initiation of bank transfers and deals, selecting bank transfers and deals for approval and settlement
- Timely identification and recording of miscellaneous receipts for income application to reflect in the system
- Act as a custodian of MMOC petty cash funds. Process petty cash payments by established procedures; maintain petty cash ledger with sufficient supporting documents.
- Coordinate the preparation of MMOC monthly cash flow projections and cash replenishment in the online submission tools and liaise with UNOPS Regional Office to ensure that there is enough cash in-country to take care of UNOPS operational needs.
- Primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishments and domestic currency conversion process
- Managing performance bank guarantee register to be in line with existing guidance by FG and uploading online tools in timely mannaer
- Safe custody of MMOC cash and accountable documents;
- Performs any other job-related duties whenever required.
- Control of MMOC Bank Accounts;
- Prepare monthly bank reconciliations for MMOC bank accounts, submit them to the Regional Office as per the set timelines and the MMOC Standard Operating Procedures.
- Timely review of cash position for local bank accounts to ensure sufficient funds on hand for disbursement and monitor monthly cash flow projection to be accurate.
- Verify bank fees and all transactions, and post all treasury related transactions to the general ledger.
- Maintain a proper filing system for the Treasury section.
- Respond to vendor queries on payments.
- Frequently monitor the payment cycles and advise management to improve the efficiency of the treasury department.
- Facilitate Knowledge building and Knowledge sharing:
- Train and coach the new treasury staff on their responsibilities.
- Make presentation to other staff on new developments in treasury
- Guide new Petty cash custodians on the management of Petty Cash
