Finance Analyst

UNOPS is hosting the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. Under the supervision and guidance of the Financial Management Officer and Deputy Executive Secretary and in close collaboration  with other members of the team, the incumbent within the Finance section of the Stop TB Partnership (STBP), hosted by UNOPS will be responsible

providing solutions to a wide spectrum of complex financial issues in the Stop TB Partnership in accordance with the UNOPS, the hosting agency’s financial rules and regulations; he/she ensures effective and transparent utilization of financial resources and integrity of financial services, tracking financial resources from major donors provided to the Stop TB Partnership including specified and non-specified funds and for assisting in all financial matters relating to creating and recording of financial transactions. Establishing obligations and processing payments against obligations. Providing support in the preparation of required financial reports for internal and external use and helping with administrative correspondence and reports related to financial matters.

The Finance Analyst works in close collaboration with the Programmes, Operations, and project teams in the Stop TB Partnership and UNOPS, as well as with partners and clients, donors and third parties ensuring successful delivery of financial services.

The Finance Analyst will work under the direct supervision of the Financial Management Officer and in close collaboration with the rest of the finance team and supporting other teams on finance related work as needed. The incumbent will be responsible to carry out daily tasks relating to the finance functions of the Partnership such us transactions processing, expenditure controlling, and budget preparation financial reporting. 

Under the supervision and guidance of the Stop TB Financial Management Officer and Deputy Executive Director, the incumbent is responsible for undertaking the financial operations of the Stop TB Partnership in compliance with UNOPS policies, procedures and practices as well as Stop TB Partnership Finance SOPs as approved by the Stop TB Board.

The specific responsibilities of the Finance Analyst include:

Ensures implementation of operational strategies and adapts processes and procedures focusing on achievement of the following results:

• Supports the Implementation of operational strategies applied to the Stop TB Partnership (STBP) Finance;
• Applies full compliance with the STBP Finance Standard Operating Procedures (SOPs) and follows the UNOPS Financial Rules and Regulations (FRRs) in all transactions, recording, reporting;
• Continuous analysis and monitoring of the Partnership’s financials.
• Routinely monitors expenditure, financial encumbrances and prepares financial reports. Checks for unusual activities, transactions, and investigates anomalies or unusual transactions, requesting adjustments as needed.

Ensures timely budget preparation and effective monitoring and control, focusing on achievement of the following results:

• Determination of financial resources available for the yearly budgeting exercise of the Stop TB Partnership;
• Contributes to the preparation of the annual STBP budget, in accordance with the reporting requirements, standards and templates of UNOPS, and UNOPS FRRs, STBP Finance SOPs and in accordance with the funding sources requirements;
• Review of budget submissions, regular analysis and reporting on the budget approvals and the delivery situation; monitoring of expenditures against budget allotments and reporting on variances;
• Coordination with the UNOPS Project Management Team (PMT) - Finance counterpart to ensure full financial compliance with UNOPS FRRs, financial policies and procedures and that project budgets and revisions are timely prepared in accordance with established procedures and budgetary guidelines of the funding agency, STBP SOPs and UNOPS FRRs;
• Review of budget proposals for reasonableness, consistency with the organizational goals and priorities at Stop TB Partnership;
• Monitoring and inform the Financial Management Officer on the financial status of projects (including pending and approved budgets; contributions confirmed but not yet available for expenditure; contributions available for expenditure and contributions already expended);
• Monitoring of expenditure levels against budget allotments; review and processing of request for budget revision as required;
• Continuous monitoring of budgetary allocations and take corrective actions and prepare budget revisions as needed;
• Follow up with the UNOPS PMT and ensure timely corrective actions can be taken on budgets and budget related matters;
• Provides team members with timely information on project and task budget ceilings, award budgets, expenditure, and funds available, as required;
• Assists in the monitoring and progress review of projects and tasks in the STBP/Global Drug Facility (GDF) work plan;
• Prepare briefing notes and statements on budget and finance matters as required by the Supervisor and management of the Stop TB Partnership

Financial reporting and analysis:

• Prepares periodic expenditure reports from UNOPS system in consultation with UNOPS finance focal points and the Stop TB Financial Management Officer, reports anomalies, and proceeds with timely corrections expenditure reversals as needed.
• Takes timely corrective actions on unposted or wrongly posted vouchers or wrongly created obligations;
• Prepares quarterly report of unliquidated obligations and agrees action on these with supervisor;
• Liaises with UNOPS Finance focal point for clarifications and specific advice on obligating arrangements and payments;
• Reviews the obligation documents submitted by the functional units and maintain the STBP obligations / payments control register. Submit request for reversing charges on a monthly basis. Prepares monthly reconciliation reports on the entries in the control register;
• Ensures appropriate documents management and safeguarding of supporting documents for transactions handled by STBP, maintenance of accurate and complete filing record;
• Prepares presentations, graphs, spreadsheets and various ad hoc reports relating to income, expenditure and other financial data based on instructions from the supervisor;
• Attend meetings as required to present expenditure results and similar financial matters;
• Preparation of financial reports in accordance with donor agreements, Stop TB finance SOPs and UNOPS Financial Rules and Regulations and various ad-hoc financial reports for management, Finance Committee or Board;
• As guided by the Financial Management Officer contributes to the preparation of the annual financial management report of the STBP;
• Undertakes regular financial analysis of expenditure and revenue;
• Regular controlling of completeness and accuracy of the  accounting data in the ERP system;
• Ensures in liaison with UNOPS PMT - Finance counterpart that contributions received by UNOPS for STBP are recorded in the income control system of STBP and correctly reflected in the ERP system;
• Checks grant agreements highlighting changes, if any, on financial matters and verifies correct financial data is reflected in the ERP system;
• Monitors and updates a database of contributions received/receivable and maintains files of agreements and related documents;
• Prepare quarterly cash flow forecasts or ad-hoc for use by the supervisor as needed.
• Supports the Financial Management Officer in the preparation of the quarterly cash forecast by liaising with program teams and collects inputs on planned activities and thus cash needs for the quarter.

Master’s Degree or equivalent in Finance, Accounting, Business Administration, Public Administration, Economics or related field.

 A first-level university degree (Bachelor’s or equivalent) in combination with 2 additional years of relevant experience is accepted in lieu of an advanced university degree. 

A minimum of two (2) years of relevant experience at the national or international level accounting experience dealing with financial operations including: budget preparation, transactions processing, financial analysis, financial reporting, auditing.

Considered an asset:

• 2 years’ experience in Inventory Financial Reporting and Analysis in large organizations or private companies
• Knowledge of International Accounting and reporting standards and knowledge of UN and UNOPS financial rules and regulations
• Experience in dealing with large financial systems (ERP financial module and contribution to new ERP implementations) and Business Intelligence Tools.
• Experience in dealing with complex financial transactions and preparation of complex financial reports
• Experience in the usage of computers and office software packages and advance knowledge of spreadsheet and database packages.
