1. Supervises and manages the ICT Project Management and Support Team
- Acts as a mentor for the team and provide expert guidance to the team to ensure delivery of project management and support functions to ICT
- Sets team objectives, performance measurements, standards and results expected to ensure timely and client focused services. Monitors implementation and oversee progress
- Establishes team priorities, and supervise the implementation of work plans
- Promotes teamwork and collaboration by providing the team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently
- Fosters a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed
- Provides substantive input to the CIO on continuous improvement plans
2. Provides management, monitoring, and oversight on the entire portfolio of ICT projects
Management of schedules for regular deliverables and projects
- Manages the ICT process to ensure a smooth flow of the delivery process spanning across all the teams and acts as the gateway / authority to for work items to move between teams in the process
- Leads in project planning processes
- Monitors overall progress and initiates corrective action, as appropriate, to ensure that deliverables are produced on time and within budget in alignment with specifications and quality requirements
- Develops and establishes resource tracking systems for use within the ICT Business Unit to ensure effective planning, forecasting and tracking of delivery
- Ensures continuous improvement of ICT project processes
- Manages and controls prioritisation of deliverables based on resource availability and prioritisation from ICT governance bodies
- Plan resources (human, financial and administrative) to achieve goals and ensure the cost effective and appropriate use of resources in accordance with UNOPS standards of ethics, integrity and accountability framework
Communications
- Facilitates team and ICT governance meetings effectively, delivering engaging, informative, and well-organized status updates including highlights of risks and opportunities
- Reports progress of regular deliverables and projects to senior management
- Communicates decisions, priorities and relevant project information to appropriate levels of stakeholders with regards to business unit requests and projects and initiatives.
3. Coordinates support services for the ICT unit as a whole
Talent management and development
- Collaborates with the CIO and team leads to prioritize development of capabilities / competencies needed in specific project teams and functional streams
- Coordinates the talent acquisition efforts in the ICT Business unit in collaboration with IPAS HR and develops strategies for learning and development in coordination with PCG
- Coordinate with PCG and IPAS HR to plan, recruit and develop a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity
Financial resources management
- Oversees overall financial management of the ICT business unit
- Drives the budget management process, setting and reviewing budgets, cost recovery, and managing cost
- Assures budget monitoring and management; works with the Finance Group to ensure funds are allocated when needed and budget lines remain within tolerance limits
- Develops budgets for individual ICT projects
- Development and maintenance of budget and resource availability overviews
Procurement and supplier and management
- Develops terms of reference for procurement actions to fulfil resource, equipment, and services needs of ICT for delivery to the business
- Plans and develops procurement instruments and processes in coordination with the UNOPS Procurement Group and IPAS Procurement
- Facilitates technical evaluation and participate in the financial evaluation of bids
- Assists in negotiation efforts for contracts with external vendors or individuals
- Manages supplier task orders / call off orders and ensure that spending remains in line with contracts signed with suppliers
- Actively manages supplier performance and review processes as well as manages and maintains supplier relations
- Works with vendors to resolve problems and develop solutions
4. Embeds relevant knowledge management within the ICT Project Management and Support function as well as across the organisation
- Contributes to the development of internal capacity across the organization in the area of ICT
- Constantly monitors and evaluates UNOPS policies, procedures, methods, tools and associated systems to ensure its utility, applicability and efficacy
- Recommends new policies and procedures and introduce innovation and best practices in business operations to enhance services
- Leads / organises training and awareness / showcasing events and design / set training agendas to build capacity of stakeholders across the business
