Purpose and Scope of Assignment
Under the direct operational supervision and guidance of the Project Manager, and in close collaboration with other personnel, the ICT Associate will work from the UNOPS’ offices Kiev. Under the guidance and direct supervision of the Project manager the ICT Associate is responsible for all ICT support and maintenance for the project and associated programmes.
In the discharge of her/his duties, the ICT Associate works with minimal supervision and liaises with UNOPS Programme Support Officers, Chief Technical Advisors, Portfolio Managers and Portfolio Assistants in order to ensure best support.
The ICT Associate works in close collaboration with the Programme, Project and Operations staff in the Ukraine office and Regional centre and with UNOPS HQ staff to exchange information and ensure consistent service delivery.
The ICT Associate is responsible for the day-to-day delivery and management of the ICT services in support of the project as far as all system and functional interfaces are concerned and provides services to the Project Team as required. He/she is expected to meet and exceed the organizations performance and delivery goals.
Reporting to the Project Manager, the ICT Associate is responsible to read the project initiation documents (PID), Legal Agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project is delivered administratively correctly for UNOPS and the client. Success of the Project(s) and hence the ICT Associate will be based on the Success Criteria of UNOPS engagements which are linked to the below responsibilities.
Monitoring and Progress Controls
The ICT Associate delivers to, and supports, the project life cycle. He/she must be able to apply, independently, the below duties and responsibilities of the project success criteria:
1. Stakeholder Management:
a. Establish positive and fruitful working relationships with all members of the Project Team, Beneficiaries and Clients, as appropriate, providing advice and guidance on specific and general administrative issues and where appropriate system and filing matters.

f. Telecommunications and web management services
g. Support to knowledge building and knowledge sharing
3. Procedures:
a. Ensures implementation of ICT and operational strategies, focusing on achievement of the following results:
i. Full compliance of ICT activities with UNOPS rules, regulations, policies and strategies.
ii. Contribution to the office’s ICT business processes mapping and to the elaboration of internal Standard Operating Procedures (SOPs) in ICT, in consultation with the direct supervisor and office management.
b. Undertakes supervisory responsibilities (if applicable), focusing on achievement of the following results:
i. Establishment of work plans, standards for performance evaluation, indicators for work progress and achievements, together with supervisee. Timely corrective actions to achieve objectives and deadlines.
ii. Provision of technical guidance and on-the-job training to ensure work standards are achieved in line with work objectives.
iii. Recommendation of training needs for supervisee to ensure skills are updated in accordance with relevant technological state of the art.
c. Ensures efficient and effective ICT management and administration, focusing on achievement of the following results:
i. Participation in the development of ICT standards and strategies.
ii. Maintenance of inventory of all computer, telecommunication equipment, I/O devices and software existent in the office ensuring compliance with registration and upgrades.
iii. Interaction with HQ and ICT staff from other UN agencies in the area to share and exchange information and expertise on applications and tools.
iv. Effective functioning (installation, operation and maintenance) of all UNOPS hardware equipment and acquisition of hardware supplies.
v. Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
vi. Installation of commercial and in-house developed software and related upgrades, anti-virus programs on a timely basis.
vii. Supervision of information and communication services of the Regional Office/Projects Centre.
viii. Advice on project implementation on all activities involving ICT;
ix. Provision of consulting services, ICT audit inspections and/or facilitation of selection/deployment of software to projects, seeking technical advice and support from ICT Development staff as required.
x. Liaison with UNOPS Headquarters, Decentralized Offices and project offices to determine hardware and software requirements.
xi. Leader of information technology and systems planning exercises undertaken in the office, representing the office in those undertaken throughout UNOPS.
xii. Acting as UNOPS' liaison with the local UN partner agencies on issues relating to UNOPS ICT.
xiii. Advice on procurement process related to hardware and software and establishment and maintenance of a roster of potential suppliers.
xiv. Active networking with clients on how to address and improve mutually common areas of concern.
d. Ensures efficient network administration, focusing on achievement of the following results:
i. Maintenance of the Local Area Network (LAN) and Wide Area Network (WAN) systems to ensure that Network Operating Systems support databases, documents, resources and data files;
ii. Installation, upgrading and maintenance of LAN/WAN systems, including applications used in the system;
iii. Management and maintenance of equipment and applications Analystd with electronic mail system;
iv. Monitoring of the network connection on a daily basis to ensure a stable and responsive network environment.
v. Trouble-shooting and monitoring of network problems. Proper security to the LAN by stringent management of the Firewall. Ensure that the UNOPS desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks
vi. Response to user needs and questions regarding network access.
vii. Maintenance of up-to-date parameters of information for the network clients and electronic mail.
viii. Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups.
ix. Maintenance of measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities.
x. Maintenance of video conference applications and PABX operations.
e. Ensures efficient and functioning telecommunications system and web management services, focusing on achievement of the following results:
i. Proactive maintenance on telecom system to avoid disruption of service.
ii. Performance of minor repairs on hardware equipment, as required.
iii. Receipt, testing and installation of telecommunications hardware.
iv. Support to the maintenance of the Regional Office website and Intranet.
f. Provides support to knowledge building and knowledge sharing, focusing on achievement of the following results:
i. Staff training and support on hardware familiarization and maintenance; software applications, file management/maintenance and LAN/WAN systems;
ii. Advice to management, clients and colleagues on subject matter expertise.
iii. Sound contributions to knowledge networks and communities of practice.
