Background Information – Lao PDR

In October 2017, UNOPS established its new country office in Vientiane, the capital of Lao PDR. The Project portfolio of UNOPS in Lao PDR traces back to 2007 and it includes Small Grants Programme supported by the Global Environment Fund, the Regional Artemisinin Initiative (RAI) implemented jointly with the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), SUN Support to Civil Society Alliance Laos, funded by Multi Partners Trust Fund and development programs in cooperation with the Swiss Development Agency (SDC) and the Swiss State Secretariat for Economic Affairs (SECO).

The UNOPS Lao PDR Office is part of the UNOPS Cambodia Operational Hub (KHOH), which provides oversight, support and services to UNOPS operations in the country offices.

UNOPS Lao PDR is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice, environment and agricultural sector and subsequently is looking for qualified and committed experts.

Background Information - Job-specific

The Country Office is in charge of coordinating all UNOPS activities in the country and works closely with the Lao Government, Ministries, and Development Partners. Under the guidance and supervision of the line manager with secondary reporting line to the HoSS KHOH, the Driver provides reliable and safe driving services for the transport of authorized personnel. The Driver has a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

Under the guidance and supervision of Country Coordinator, the Driver provides reliable and safe driving services to UN officials and visitors, ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver has a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

Upon request of the supervisor, the Driver can be also required to provide driving services to the operations and programme staff, Consultants and Experts and UN staff on mission.

• Provides reliable and secure driving services by
• driving office vehicles for the transport of Head of Office, other high-ranking officials and visitors;
• collecting and delivering mail, documents and other items; and
• meeting official personnel at the airport and facilitating immigration and customs formalities as required.
• Ensures proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
• Ensures the day-to-day maintenance of the assigned vehicle by checking oil, water, battery, brakes, tries, etc.; performing minor repairs and arranging for major repairs; and ensuring that the vehicle is kept clean.
• Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts.
• Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident.
•  Perform other related duties as required. 

• A minimum of two (2) years of experience working as a Driver required;
• Knowledge of driving rules and regulations and skills in minor vehicle repairs is desired;
• Previous experience as a driver with NGO or international organization is desired;
• Security and first aid training is desired;
• UN security system experience is desired;
• Experience in vehicles/fleet management is desired.
