Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNICEF, UNHCR and WFP, and other international organizations. In 2014, the UNOPS Executive Director decided to establish the UNOPS Ethiopia Operational Hub (ETOH), which manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti.
UNOPS ETOH activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply and financial management.

Democratic Republic of Ethiopia Ministry of health had been implementing health
sector development plan for the last 20 years with four phases and successfully
implemented its strategy of expanding and rehabilitating primary health care
facilities, in parallel to the construction of health facilities, expansion of
health care services, investment in human resource development and management
has been scaled up; reformed supply chain and logistics management to ensure
continuous availability of health commodities at an affordable price in a
sustainable manner and strengthen leadership, coordination and partnership
which ultimately result in the achievement of most MDG health related
indicators. After the accomplishment of health sector development program a
draft 20-year health sector strategy called ‘Envisioning Ethiopia’s Path to
Universal Health Care through strengthening of Primary Health Care’ has been developed.
The envisioning exercise identified six strategic priorities. Among the
strategies that addresses the challenges of financial constraint in availing
quality health services is developing sustainable financing mechanism for health.
Hence, rising adequate funding for health that address financial barriers to
equitable access is vital levers to move in the direction of Universal Health
Coverage by eliminating or markedly reducing catastrophic out-of-pocket
expenditures. Sub-strategies focus on mobilizing domestic resources for
health, fostering for mutual accountability of donor funding for health,
developing forecasting and monitoring tool for internal and external funds for
health including primary health care, expanding pooling and purchasing
mechanisms of developing health insurance models and integrating efficiency
gains into the health care financing strategy. The health sector
transformation plan (HSTP) as part of the envision exercise and GTP-II has been
developed and implemented as of 2015/16 which has three key features namely
quality and equity; universal health coverage and transformation. The strategic
objective includes a proactive approach in the mobilization of resources from
domestic and international sources through establishment and strengthening of
risk pooling mechanisms, increasing the health budget from treasury, collection
of revenues by health institutions, strengthening international health
partnerships and enhancement of pooled funding; public-private partnerships and
maximizing collaboration with national and international civil society
organizations and NGOs
To
coordinate and strengthen the resource mobilization strategy, first generation
health care financing strategies were implemented since 1998GC. Effective implementation of this
strategy, particularly during the last decade, has significantly improved the
health status of Ethiopians due to major changes in the country, the first generation health care financing
strategy is revised and on the last
stage of approval. The revised health care financing strategy document
have five strategic initiatives, one of those initiatives is strengthening public-private partnership.
Interest in PPPH is growing because of increasing demand for high-end
tertiary-level health care, and the development of human resources for health,
and because of an intent to: Stimulate
local manufacturing of pharmaceutical products and supplies , Outsource to and
contract with the private sector for selected clinical and non-clinical
services within public sector facilities and
retain the existing partnership, if deemed necessary, in a more standardized,
socially responsive and sustainable manner.
Accordingly, for the smooth operation and
realization of this strategic objective, Federal Ministry of health seeks a
