Water and Energy Cluster

Based in Copenhagen, the UNOPS Water and Energy Cluster provides specialized project management services to partners such as the United Nations Development Programme (UNDP), the Global Environment Facility (GEF), the United Nations Environment Programme (UNEP) and the World Bank. The CLME+ Project and Strategic Action Programme

The Caribbean and North Brazil Shelf Large Marine Ecosystems (jointly referred to as CLME+) are bordered by over 35 States and Territories.  This vast marine area (4.4 million km2) is a major contributor to regional economic development and is key to many globally relevant ecological processes.  Two economic drivers important to the region’s economy and which are dependent on its marine ecosystems and associated living resources are fisheries and tourism.

The CLME+ is regarded as one of the most geopolitically diverse and complex sets of LMEs in the world. The culturally diverse countries and territories that border this maritime area range from among the largest (e.g. Brazil, USA) to among the smallest (e.g. Barbados, St. Kitts and Nevis) and from the most developed to the least developed in the world. Both the marine resources as well as key problems affecting these resources (overfishing, pollution, habitat degradation and climate change) are shared to a very large extent by the many territories that make up this region. Highly variable progress exists across the region with regard to ocean and living marine resources governance. Capacities for living marine resources management vary considerably at national, sub-regional and regional levels.

A 10-year Strategic Action Programme (SAP) to reverse environmental degradation in the CLME+ was endorsed at high political levels by over twenty countries within the region in 2013. The SAP puts considerable focus on priority actions that aim at dealing with root causes of environmental degradation such as weak governance arrangements and capacity and information gaps, and overall lack of coordination of efforts, as a result of geopolitical and sectoral fragmentation at the regional, sub-regional, national and local levels. 

The UNDP/GEF Project “CLME+: Catalysing Implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems” (GEF ID 5542; 2015-2019) aims at facilitating the implementation of the CLME+ SAP. The project seeks to achieve this by facilitating ecosystem based management/an ecosystem approach to fisheries (EBM/EAF) within the CLME+ region, in such a way that a sustainable and climate resilient provision of goods and services from the region’s living marine resources can be secured. Given its regional and comprehensive nature, the CLME+ Project is uniquely positioned to address the root causes of environmental degradation, in particular the gaps and weaknesses in transboundary and cross-sectoral governance arrangements.

2. Purpose and Scope of Assignment

Functional Description

The Contractor will be responsible for providing quick, accurate and high-quality review and where necessary revision of CLME+ Project documents translated from English to Spanish or Spanish to English to the CLME+ Project Coordination Unit (PCU).  Requests for the review and revision of translated documents will be communicated to the Contractor by the CLME+ PCU through the Regional Project Coordinator (RPC -PatrickD@unops.org) or the Senior Project Officer (SPO -LaverneW@unops.org), or as otherwise mutually agreed upon and formally communicated by the RPC to the Contractor during the execution of the contract. The Contractor will process all requests for review and revisions in compliance with the conditions established below. Conformity of the results will be certified in writing by the CLME+ Regional Project Coordinator (RPC) or CLME+ Senior Project Officer (SPO), or as otherwise mutually agreed upon and formally communicated by the RPC to the Contractor during the execution of the contract.

Monitoring & Measuring Approach

Requests for review and revisions of CLME+ Project documents will be electronically submitted to the Contractor.  Likewise, the revisions to the documents will be submitted electronically (e-mail) to both the CLME+ RPC and SPO in track changes (unless otherwise indicated).   For this purpose, it is essential that the Contractor can be reached at all times through email communication and by telephone.  

The Contractor will submit a duly filled payment request, using the UNOPS Certificate Of Payment (COP) template, for the reviews/revisions undertaken during the previous month to the CLME+ PCU Operations & Finance Manager (OFM) and Assistant (OFA) (email addresses will be provided by the CLME+ RPC) during the first 5 working days of the following month.  Upon receipt and acceptance of the COPs by the PCU, the payment process will be conducted during the following ten working days. The amount of the monthly payments will be based on the volume of reviews/revisions undertaken by the Contractor during the previous calendar month. Written acceptance of the results of the conducted revisions by the CLME+ RPC and/or SPO is a prerequisite for their inclusion in the calculation of the total monthly volume of revisions. The timely submission by the Contractor of a monthly invoice/COP, and acceptance of the invoice/COP by the CLME+ RPC, is a prerequisite for processing of payments.

Specific Monitoring & Measuring Criteria

• Revised document(s) required to be submitted by email to the PCU the same work day (before COB) if document or communication to be reviewed/revised is sent by the PCU to the translator before 12:00 pm of that day
• Revised document(s) required to be submitted by email to the PCU the following work day before 12:00 pm, if document or communication to be reviewed is sent after 12:00 pm

• Revised document(s) required to be submitted by email to the PCU at the latest before 12:00 pm of day 2,  if the document or communication to be reviewed is sent before 12:00 pm of day 1
• If sent after 12:00 pm of day 1: to be received at the latest before 12:00 pm of day 3

Products  

Revised Spanish and/or English language version of the above mentioned products, that are fully consistent with the original versions provided to the Contractor by the CLME+ PCU.

• Bachelor’s degree or equivalent and a minimum of 2 years of relevant work experience in Natural Resource Management, Marine and/or Environmental Sciences or Policy, related fields.
