Analyst for Radio Communication Equipment

The Enhancing capacities for strengthening human security and emergency response in Ukraine project aims to contribute to the efforts of the Government of Ukraine to enhance capacities for qualitative execution of activities related to terroristic threats, organized crime and cyber-attacks; ensure public safety and prevent criminal incidents.

To enhance the coordination of activities done by authorities at the local level, UNOPS will procure and install Digital Radio Communication Systems at selected locations of operation.

The Analyst for Radio Communication Equipment will support the procurement, delivery and installation processes.

The Analyst for Radio Communication Equipment will undertake the following tasks/duties:

• Review technical specifications for radio communication equipment that is subject of procurement, confirm compliance with the project needs and provide recommendations for improvement if needed.
• Engage with the recipients to clarify technical matters and solicit their opinion on the equipment to be delivered.
• Assess the chances for integration of the new equipment into existing systems of communication.
• Verification of the elaborated technical equipment and services in terms of its compliance with the project budget and provide recommendations if needed.
• Review of general part of tender packages and provide recommendations for improvement if needed.
• Perform technical evaluation of proposals for the supply of radio communication equipment.
• Determine compliance of the bids in accordance with the technical requirements detailed in the Invitation to Bid.
• Provide highlight reports after each stage of engagement.
• Perform quality assurance upon the delivery of the goods.

• Approved technical specifications prepared for the tender dossier
• Completed evaluation of received bids and company recommended for contracting in the best value for money manner
• Inspection visits to the delivery and installation location as necessary
• Radio communication equipment successfully delivered and installed

• First level university degree (Bachelor’s or equivalent), preferably in Radio Communication, Information Technology, Equipment Engineering, Military Security Management or other related discipline is required.
• Advanced university degree (Master’s or equivalent) will be considered a strong asset.

• Two years of experience in the field of radio communication equipment is required.
• Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions).

• Fluent oral and written Ukrainian/Russian is required.
• Basic knowledge of English required.
