About FieldSight

FieldSight is a technological platform developed by UNOPS in partnership with Nepal Innovation Lab and Miyamoto Relief that supports remote supervision and monitoring in order to improve quality and reduce risk on construction, humanitarian, and development projects. Through the delivery of educational guides, the creation and deployment of customized field assessments, and the ability to provide targeted feedback to specific sites and issues, FieldSight facilitates ongoing engagement between central offices and field sites, enabling monitoring, quality assurance, coaching, and capacity building. At the same time, by creating a central repository for data from multiple sites and projects, FieldSight also helps organizations to review progress across projects, regions, and countries. Targeted at organizations in the development and humanitarian sectors, FieldSight is an open-source platform that anyone can use to improve quality and project delivery.

The project is currently being implemented in over 29,000 sites over a 3 year period, inside and outside the country. It was developed in Nepal after the 2015 earthquake and has been piloted in over 14 projects through a duration of 16 months. Developed in the Nepal Innovation Lab, FieldSight had been piloted to conduct a village-scale Multi-Level Hazard Assessment for the National Reconstruction Authority, to monitor the construction of schools, outreach clinics and health posts constructed by World Vision International Nepal, Miyamoto Engineering, Monitoring of Policing Project under UNOPS and Nepal Police and to monitor the quality of earthquake reconstruction projects funded by UK DFID.

Purpose and Scope of Assignment

The project manager is responsible to produce/read the project initiation documents (PID), Legal Agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project(s) products are capable of meeting the business cases for both UNOPS and the client. Success of the project(s) and hence Project Manager will be based on the Success Criteria of UNOPS engagements which are linked to the below responsibilities.  The duties and responsibilities of the Project Manager Level 2 are similar to that of the Project Manager Level 3, with the difference in grades being determined by the project(s) level, complexity and level of responsibility of the specific position. A project manager at this level would normally be responsible for one or more UNOPS Level 2 project(s). A project manager at this level would likely be expected to manage a mid-sized project with mid-level risk or complexity. The project would rely on a number of external suppliers for its successful delivery, managing tight timeline with some flexibility. The project manager is responsible for all aspects of the project life cycle.

The Project Manager will work under the guidance and supervision of the Innovation Program Advisor and report to the same. S/He shall provide support to the delivery to oversee the ongoing development, implementation, and institutionalization of FieldSight described in this ToR. Specifically, the incumbent will be responsible for the following substantive tasks; the omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
