Associate Project Engineer

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

UNOPS Office in Ukraine 

In response to the request of the Government of Ukraine and further to the meeting between the President of Ukraine and UNOPS Executive Director on 15 May 2016 the United Nations Office for Project Services concluded an Agreement between the Government of Ukraine and the UNOPS on the opening of the UNOPS Office in Ukraine. The Agreement was signed on 22 November 2016.

According to the Agreement the UNOPS Office in Ukraine is to provide a broad spectrum of services to the Government and people of Ukraine including but not limited to infrastructure, procurement, contracting, recruitment and administration, implementation of technical assistance, humanitarian and investment projects that are funded by the Government, international organizations, local communities, foreign governments and non-for-profit organizations, international financial institutions, UN Agencies and alike.

UNOPS Office in Ukraine has a varied portfolio of projects including infrastructure project management support to partners and management of partner personnel projects with UN agencies in the region. The scope of assignment will include the management of the construction and design stages with several contractor/s for the construction/refurbishment of multiple sites, as well as fit out and installation of all equipment and furniture.

Purpose and Scope of Assignment

The Associate Project Engineer is based in Kiev/Ukraine to provide day-to day services ensuring smoothly implementation of the engineering works within ongoing and developing projects The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

The Associate Project Engineer is part of the UNOPS infrastructure team, he/she is required to assist in  coordination of  day to day activities of contractors and report accordingly to the Senior Engineer as a direct supervisor or designated alternate. The role will be based full time at the UNOPS office in Kiev, there may also be other works required with some travel to field in different regions of Ukraine.

The Associate Project Engineer will provide technical assistance and support with reference to the construction works as well as field coordination, ensuring high quality and consistency of work, for the construction works. The Associate Project Engineer will promote a collaborative, client focused, quality and results-oriented approach as a member of the infrastructure team.

1. General construction, Feasibility study/needs Assessment and Design Management

• Provide technical assistance to the Senior Engineer on all engineering issues.
• Support the infrastructure team in conducting of needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
• Support the engineering team in designing, checking and revising designs, that are to be built/renovated in compliance with Ukrainian national legislation as well as UNOPS’ Design Planning Manual;
• Ensure compliance of Health and Safety procedures on the work sites and notify the Supervisor of any irregularities immediately
• Support the engineering team in monitoring of performance of construction companies for quality, quantity and timeliness of construction works;
• Assist the project team and contractors in checking measurements of work done and collecting all necessary documentations;
• Perform other duties as assigned by the Senior Engineer in the agreed timeframe.

2. Reporting and Administrative Support

• Ensure accurate and timely reporting of progress and conditions on site through daily site records prepared and submitted by the engineering team.
• Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
• Supervise the quality of the construction materials and collected attested documentation.
• Ensure that documentation on site is kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
• Maintain the cooperation with the construction supervisors, contractors, designers and local authorities
• Assist the projects teams in administrative issues, including preparation of the draft reports related to construction works of sites and engineering works;
• Maintaining permanent records of the receipt, custody and validity of all bonds, warranties or financial instruments required as part of an engineering/construction project or contract.
• Support sites coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of construction-related meetings.

3. Knowledge Building and Knowledge Sharing

• Contribute to the projects evaluation process; highlight challenges associated with a  project and feedback into a continuous improvement cycle.
• Contribute to training and knowledge transfer to national/contractor personnel including advice on good construction and engineering practices, environmental management practices, and appropriate health and safety standards during construction.
• Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.
• Participate in the relevant Communities of Practice, actively interact with other Engineers and the Engineering community to share case studies, lessons learned and best practice on the Knowledge System
• Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.
• Perform other related duties assigned by supervisor

• Bachelor’s degree in Civil Engineering, Architecture, Building or other related Construction Management field is required. OR technical/professional diploma in Civil Engineering or equivalent with additional 2 years of relevant experience may be accepted in lieu of Bachelor’s degree.
• Prince2 certification would be considered an advantage; Familiarity with FIDIC Contracts an asset.
• Knowledge of MS Project required.
• Knowledge of CAD software (AutoCAD or an alternative) required.

• A minimum of 3 years’ experience, related to the requirements, in civil engineering or building construction management is required.
• Ability to deliver projects on time, within budget in a demanding cultural context with transitional government partners under challenging physical conditions and limited national infrastructure is required.
• Experience in the UN system organizations is desirable.

• Fluency in English and Ukrainian is required.
• Knowledge of Russian would be an asset.
