Water and Energy Cluster

Based in Copenhagen, the UNOPS Water and Energy Cluster provides specialized project management services to partners such as the United Nations Development Program (UNDP), the Global Environment Facility (GEF), the United Nations Environment Program (UNEP) and the World Bank. Together with partners, the cluster executes projects that support sustainable development by:

• promoting international cooperation to prevent and reverse environmental degradation of international water systems;
• enhancing the resilience of communities and eco-systems to climate change;
• lowering emissions by bridging renewable energy solutions;
• developing Nationally Appropriate Mitigation Actions to strengthen climate-resilient development.

Initiative for Climate Action Transparency

In response to the call to support improved transparency and capacity building under the Paris Agreement, the Children’s Investment Fund Foundation (CIFF) and the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) in 2015 founded the Initiative for Climate Action Transparency (ICAT). In early 2016 ICAT was joined by the Italian Ministry of the Environment (IMELS) and ClimateWorks Foundation.

ICAT provides policymakers around the world with tools and support to measure and assess the impacts of their climate actions. Working initially with 20 developing countries, ICAT aims to help governments build capacity to measure the effects of their policies and report progress publicly. This will foster greater transparency, effectiveness, trust and ambition in climate policies worldwide. The initiative will improve the availability and quality of data and enable countries to promote efficient, cost-effective policies. ICAT will also provide a platform for countries to share lessons learned and build mutual confidence in their climate actions.

The Communications and Outreach Officer is expected to deliver the following functions:

• Support drafting of a communications strategy for ICAT;
• Maintain the ICAT website and conduct social media outreach, in collaboration with the team currently performing this at VERRA;
• Assist in the preparation of outreach material, such as flyers, brochures, power-point presentations, etc.;
• Respond to external information requests and represent ICAT at external events;
• Lead the ICAT communications group, consisting of representatives of the ICAT Implementing Partners, which includes managing weekly communications calls;
• Support development and implementation of a knowledge management strategy and preparation of tools for implementing it;
• Support partnership and relationships management with other initiatives and organizations;
• Support ICAT internal communication flows with the Donor Oversight Committee, the Advisory Committee and the Initiative Coordination Team;
• Assist in the preparation of project and programmatic documents for expanding ICAT;
• Support donor relationship management, including by developing and implementing  a donor outreach strategy;
• Provide any additional support as required.

• Advanced University degree (Master's degree or equivalent) in International Relations, Environmental Management, Communication or any other relevant subject is required;
• A first level University degree with a combination of 2 additional years of relevant past experience may be accepted in lieu of advanced university degree.

• A minimum of 2 years (4 years if combined with a Bachelor’s degree) of progressively responsible experience within the fields of communication and climate policy is required;
• Experience of working within the international development sector, and on climate action and transparency matters in particular, is a significant asset; 
• Experience working with web design is desirable;
• Experience working with social media and website management (including content creation) is desirable;
• Knowledge of climate change and the UN climate process is desirable.

• Fluency in English is required;
• Knowledge of other UN languages is an asset.
