The Explosive Hazard Management Project Manager is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. He/she is expected to meet and exceed the organizations performance and delivery goals.
The Explosive Hazard Management (EHM) Project Manager leads the explosive hazard survey and clearance operations in areas liberated from ISIL, and is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. He/she is expected to meet and exceed the organizations performance and delivery goals.
Under the supervision of the Head of Projects, the EHM project manager is responsible to produce/read the project initiation documents (PID),and familiarize him/herself with the RFP documentation, Statement of Requirements, UNMAS Global and Iraq strategy, in-country Concept of Operations, Legal and Financial Agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project(s) products are capable of meeting the business cases for both UNOPS and the client. S/he must also familiarize her/himself in the UN Mission in Iraq mandates and key stakeholders, such as UNDP, UNESCO, IOM and others’ objectives. The UNMAS Iraq EHM project is a complex and risky project. The project(s) relies mainly on a number of external suppliers for its successful delivery and is working with firm deadlines. Under the direct supervision of the UNMAS Iraq Head of Projects (HoP), the EHM Project Manager leads the explosive hazard survey and clearance operations in areas liberated from ISIL, and independently, is responsible for the below duties and responsibilities of the project success criteria:
Stakeholder Management:
- Establish and maintain solid working relationship with the UNMAS Iraq management team, Head of Projects, the contractor’s representatives, national mine action authorities, relevant federal and local authorities, the Donors and other key stakeholders;
- Manage communications, linking to UNMAS Iraq Programme strategically positioned resources from UNMAS Iraq CE project, with relevant partners and stakeholders, including national and regional mine action authorities, NGO’s, commercial contractors, the mine action sub-cluster, local authorities on the level of Governorate and municipality, UN agencies and Security Forces/Federal Police, ensuring that stakeholders are aware of project activities, progress, exceptions and are in a position to accept outputs;
- Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance)
- Manage the information flows between the UNMAS Iraq Programme Management, Head of Projects and the Contractors.
Delivery and Performance:
- Develop and maintain project plans
- Implement approved project plans (including the establishment of milestones) within tolerances set by the project board
- Overall planning of UNMAS Iraq EHM activities in liberated areas of Iraq;
- Draft and maintain weekly and monthly operational plans in cooperation with UNMAS Iraq Ops/QA team;
- Ensure UNMAS Iraq EHM activities are sequenced in line with agreed priorities and coordinate these with relevant authorities, UN agencies and contractors
- Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.Manage the explosive hazard survey and clearance operations in areas liberated from ISIL,, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
- Liaise with contractors and UNMAS Iraq contract management team, incl. UNMAS Iraq compliance officer;
- Work closely with the Head of Projects and Budget Owner to Authorize Work Packages
- Advise UNMAS Iraq programme management of any deviations from the plan;Identify and manage risks so that maximum benefit to donor and stakeholders is achieved
- Manage and review quality to ensure qualitative, efficient and effective EHM operations
- Monitor and evaluate performance of EHM contractors;
- Identify and report potential business opportunities for UNOPS to supervisor
- Identify and report threats to the EHM project delivery and business case to supervisor;
- Support UN agencies during field missions as required, as for UN assessments and field visits to heavily explosive hazard contaminated areas, UNMAS EHM team participation is mandatory;
- Task UNMAS Iraq contractors for survey and clearance tasks in accordance with priority lists;
- Review contractor implementation plans and monitor operations continuously as they progress;
- Assess existing operational capacities and provide HoP with regular updates in terms of relevance, geographical focus and need for increase or decrease of mentioned capacities;
- Regularly provide HoP with advice with regards to the strategic direction of operational implementation, Quality management and Information Management;
- Produce daily operational reports for internal UNMAS/UNOPS use, and provide UNMAS Iraq management and programme officers with updated operational information as required;
- When required, participate in Board of Inquiry for accidents, incidents and critical non-conformities;
- Ensure the UNMAS Iraq internal information management system is maintained and up to date in accordance with the progress of CL, survey and clearance operations;
- Ensure all UNMAS Iraq operational task reports are submitted to DMA and when relevant, IKMAA, for reconciliation with national IMSMA database.
Procedures:
- Follow the Project Management Cycle Instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions)
- Prepare/adapt the following plans for approval by the Project Board: I. Project Initiation Documentation; II. Stage/Exception Plans and relevant Product Descriptions
- Prepare the following reports:
i. Highlight Reports
ii. End Stage Reports
iii. Operational Closure Checklist
iv. End Project Report
v. Handover Report (as applicable)
- Support UNMAS Iraq Programme in maintaining the UNOPS administrative and financial files as required by those practices as per OD12
- Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
- Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
- Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project
- Understand the unique structures of the UN and budget appropriately for personnel
- Manage and remain accountable for expenditures against the budget (based on accurate financial reports)
- Where the Project Manager has no delegation as a committing officer, s/he retains these responsibilities and will monitor and instruct/request others to carry out the relevant commitments and disbursements.
Knowledge Management:
- Participate in the relevant Communities of Practice
- Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System.
- Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
- Complete lessons learned as per reporting format
- Incorporate lessons learned from others as per planning format
Personnel Management: if applicable
- Lead and motivate the project management team
- Ensure that behavioural expectations of team members are established
- Review performance of all UNMAS Iraq Ops/QA officers and other EHM personnel
- Identify outstanding staff and bring them to the attention of the UNMAS Iraq Programme Management and UNOPS
- Have a thorough understanding of UNOPS personnel and high risk contractors’ contract modalities
- Select, recruit (in cooperation with Head of Projects and HR team) and train EHM Team personnel as required by project plans
- Perform the Team Manager role, unless appointed to another person(s)
- Ensure safety and security for all personnel and comply with UNDSS and UNMAS Iraq standards

Monitoring and Project Controls
Ensure that the EHM project(s) are successfully implemented as per the Statements of work, requirements, applicable international and national mine action standards and reach required outcomes as detailed in the Contribution agreements with Donors. The Project Manager is also responsible for the project providing a response in line with UNMAS Iraq strategy and Concept of Operations (CONOPS), thereby contributing to the overall strategic targets and needs.
The outputs will be measured and monitored through daily, weekly routine reporting, monthly, quarterly and annual periodical and donor reports, and technical and thematic reports.
Additional Requirements: Progress and quality are also measured during mobilization phase through Organisational desk review and on-site Operational review, before and during operations through on-site quality assurance visits and periodical and ad-hoc meetings and inspections.
