Asset Management Specialist

One of the major initiatives of the health sector transformation plan is improving efficiency and effectiveness in the health sector. The World Health Report 2010 recognizes that universal health coverage cannot be achieved through raising resources only but that resources will have to be used more efficiently. In line with this, utilized and manage the available resources efficiently and effectively especially maintaining, upgrading, and operating physical assets cost effectively in the ministry will be one of the mechanisms of the efficiency again in the sector. in order to support asset management, Ministry of health must collect, store, manage, and utilized large amounts of asset information’s in an effective and efficient manner. Although the ministry/the sector have strongly emphasized efficiency gain, little effort has gone into linking the asset management information’s to the MoH decision making processes. By focusing on the use of the asset management information’s and the needs of the decision levels and processes to be supported and the general service directorate would define which assets and which information about these assets are more important for decision making and tailor their information accordingly.

Asset Management Specialist will work directly with the Ministry of health at general service directorate and undertake the following duties and responsibilities:

• Coordinates and supervises the work of the general service directorate to achieve efficient, cost-effective, timely, and high-quality delivery of the assignments.
• Compiles and prepares technical reports and reviews directorate team outputs for quality assurance before submission to the higher management.
• Undertakes the specific tasks that are applicable to an expert in Asset Management.
• Develops and manages good and effective relationships with the other directorates and other stakeholders.
• Develop and manage assets monitoring and tracking system.
• Undertakes activities to develop program and build the capacity of the staff identified by the general service directorate through coaching and mentoring.

Education

• At least master degree in Marketing management, Management, Public Health, Public Policy, Accounting, Economics, Statistics, Social science or other related fields

Experience and Other Skills

• At least five years of experience in Asset Management
• Two to three years of experience in a professional sales position, production, or finance position or
• One to three years of experience in a related field with health background
• Solid working knowledge of health sector areas  
• Basic program planning, monitoring and evaluation; Decision science
• Prolific analytical and problem-solving skills
• Ability to identify and resolve day to day management issues
• Excellent written and verbal communication skills
• Sense of initiative and anticipation
• Knowledge of volunteerism is an asset
• Ability to work with little supervision
• Being proactive and enterprising (taking initiative);
• Good computer skills – Office Suite;
• Good inter-personal skills

I.            Computer and Database administration Skills

• Microsoft Office (Word, Excel, and Power Point)
• Monitoring database performance, ensuring security, and developing backup system.
• Can work with Access and MS-SQL Server

II.             Languages

• Excellent written and spoken English.

This is a local position and therefore it is open only to nationals of Ethiopia.
