To do that, UNICEF is recruiting a Senior Community Mobilization
Officer with high level of qualifications to lead on the CM operational support
as per the below -stated Terms of Conditions.
- Under the Supervision
of the Operation and Maintenance Manager:
The
Senior CM Officer is expected to fulfill
the following tasks and responsibility :

Lead on the CM strategies and plans for Za’atari under the guidance of the WASH
management team.

He/she will allocate 80% of his/her time to CM in Za’atri and 20% to
Azraq. Adding to this, he/she will have
to follow up on CM in KAP once needed.

Support in managing CM strategies and plans for Azraq and KAP if needed.
-
Present UNICEF in all related Community Mobilization meetings on camp level
such as Community Mobilization Working Group and WASH Working Group.
-
Lead and manage all CM related matters and activities with support from the CM
officer and under the guidance of the operation manager and WASH management.
-
Coordinate with the Operation’s Team and WASH management on all CM global
events and activities in line with the ongoing budgets and PDs with partners.
-
Lead on the CM global events and activities in Azraq and KAP under the guidance
of the camp’s focal points.
-
Provide reports, data, and information to the office and WASH section on all CM
activities in Za’atari and Azraq.
-
Plan and chair monthly CM meetings for all relevant stakeholders involved in
water and wastewater networks.
-
Contribute to joint visits of UNHCR and SRAD to address the community
violations and illegal actions towards the networks.
-
Work with the operation's team to implement community based plans and
approaches to address the violations on the WASH infrastrcutre and assets.
-
Plan and work with partners on improving the sense of ownership of the
networks.
-
Provide any needed input to improve the community plumbers initiates and work
with partners to address any gaps in this initiative.
-
Work with partners and the team to achieve CM strategy deliverable.
-
Plan, design and launch any required assessments in the field to collect data
on the community behaviors and reactions towards the WASH services quality under
the guidance of the WASH team in camps ( Za’atari, Azraq, and KAP)
-
Manage and supervise the CM officer and follow up with him/her to achieve the
required operational CM support.

Coordinate with the Community Accountability Team and hotline to improve the
delivery of service and response to complaints/accountability issues.

Work closely with WASH partners in the camp and provide regular monitoring for
CM activities conducted by UNICEF partners.

He/She
will be be responsible to review the camp CM strategy forward taking in
account results and efficiency of the ongoing CM programme in Zaatari camp,
yearly KAP survey report , O&M-CM needs, community feedback.

Provide
monthly progress report both quantitative and narrative to design activities and
plan to improve the CM program in Za’atari and Azraq and

The SCM officer will oversee partners implementation of all community
mobilization activities, ensure close follow up, and providing the needed
leadership, organizing bi weekly CM
meeting with WASH partners and share MoM

The SCM officer will be responsible to overseen community violation response
plan, and to ensure tracking progress and bottlenecks, and to ensure proper
documentation and data registry is being adapted by partners, he or she will
need to provide analysis report on monthly basis.

The SCM officer will be working with WASH partners to establish monitoring
tools for the community violation response plan

He or She will be working with WASH partners and MAKANI team to implement
Environment clubs in MAKANI centers in Zaatari camp
He
or She will work with WASH partners to implement WASH community representation
in Zaatari camp, and to develop sustainability framework to achieve autonomy
-
The SCM officer will look in areas of development in the CM activities in the
camp, including how to engage youth, and how to further integrate with other CM
partners in the camp.

He or She will oversee the partners implementation and progress in running
group discussions and problem tree analysis
for some WASH related challenges including: addressing community
ownership over water and waste water networks, water demand management,
community engagement and feedback, water conservation and reuse.

He or She will develop knowledge management material on the current CM in the
camps.
