The mission of the People and Change Group (PCG) is to empower effective leadership and high-performing talent and to enable business transformation through change management, pursuit of organizational excellence and a culture of innovation.

We are bringing together experienced professionals with strategic HR management, organisational design, change management expertise – all of us having a passion for achieving results and building innovation into our way of doing business.

We work with a dynamic and flexible team-based approach. To get the job done, we are structured into 2 work streams: People (including learning, talent management and HR policy) and Change (including change management, organisational excellence, business analytics and organizational development).

Under the direct supervision of the Deputy Director, People as well as the Head of Global Change Management, the HR Specialist will contribute to the work of the People Stream and the Change Stream, with a particular focus on:

activities around job design, reviews and classifications of senior Terms of Reference and input into functional realignment exercises, whilst keeping the border Talent Management agenda in mind
management of the implementation of the ongoing talent management projects and global change initiatives (e.g Workforce Management Project). Providing subject matter input into the solution development, management of project activities, management of stakeholder engagement and change communications
supporting the broader PCG agenda items, as assigned

Project Management and Change Management

Drive activities on the Workforce Management Project implementation and manage input for shaping of its subsequent phases:
- Conduct research as required
- Provide support for the analysis of business implications of policy/process changes. Make plans to ensure alignment of the project activities
- In line with best practice in change management, ensure appropriate input is obtained and relevant stakeholders consulted/informed.
- Manage continuous change impact assessment and take appropriate actions to minimize change resistance and maximize the success of change adoption
- Shape and coordinate change communication as well as other change adoption activities as part of the project implementation efforts.
- Under the supervision of Head of Global Change Management, work with ICT colleagues on driving the subsequent stages of the solution development, in alignment with the project vision and objectives. Seek appropriate guidance and input as required
- Manage the taxonomy of position titles and expert indicators. Conduct periodic reviews and keep the content up to date.
- Support other PCG projects, as assigned.
Management and coordination of other Talent Management projects, as required.

Organisational Design

From the perspective of linking organisational structure design and talent management:
- Maintain UNOPS organisational structure framework and body of knowledge
- Maintain and develop corporate job description library
- Conduct job design/review and job classification (including job design/classification for senior roles)
- Support the process of conducting organisational structure reviews, as part of change management engagements
- participation in Reclassification Review Board
- Management of classification consultants / retainers

Knowledge Sharing / Knowledge Management

Actively drive the change management capability building across the organization
Contribute to the ongoing maintenance of UNOPS Change Management framework and body of knowledge, to ensure the organisation is incorporating best practice approaches.
Contribute to the dissemination and sharing of best practices and lessons learned for organisation design and knowledge building.
