Health, Safety, Social and Environmental Senior Assistant, Multiple positions

UNOPS South Sudan Country Office (SSCO) will be implementing the South Sudan Safety Net Project (SSSNP), which is funded by the World Bank (WB) to address existing challenges of soaring levels of poverty, vulnerability, unemployment and idleness, particularly amongst youth. The project development objective is to provide access to income opportunities and temporary employment to the poor and vulnerable households and strengthen safety nets delivery systems.

SSSNP has three main components namely:

a.    Public works including complementary activities like entrepreneurial skills, WASH training and early childhood development and nutrition messaging;

b.    Direct income support targeting House holds who are labour constrained;

c.    Strengthening safety net delivery systems.

The project will be targeting the most vulnerable segments of South Sudanese population aiming to benefit in excess of 65000 beneficiary Households in more than 10 vulnerable locations across the country.

Under the overall supervision of the Project Management Support Officer – Team Leader, the incumbent is required to perform the following duties and responsibilities:

• Provide support to the Health, Safety, Social and Environmental Senior Analyst-Environmental Management who is based in Juba in developing  Health, Safety, Social and Environmental guidelines for the Project.

• Ensure that appropriate health, safety, social and environmental mitigation measures are implemented based on county context.

• Provide follow up monitoring to ensure that proposed mitigation measures are implemented.

• Provide inputs regarding the health, safety, social and environmental action plans.

• Under the guidance of the Health, Safety, Social and Environmental Senior Analyst-Environmental Management conduct a series of spot checks to ensure that the World Bank safeguards policies are properly implemented at each sub project site.

• Provide administration and logistic assistance in the organization of  training with the communities in order to minimize the likelihood of risks .

• Compile field reports on health, safety, social and environmental related issues, including weekly site inspection reports.

• Under the guidance of the Health, Safety, Social and Environmental Senior Analyst-Environmental Management assist with the quarterly monitoring sub project activities against standards of the HSSE guideline.

• Provide sound contributions to the Health, Safety, Social and Environmental Senior Analyst in order to train other field staff on HSSE awareness and mitigation measures

• Document and report Health, Safety, Social and Environmental incidents in a timely manner and take immediate action to address any issues, and also implement any follow up actions defined.

• Other duties as assigned

• The effective and successful achievement of results by the Health, Safety, Social and Environmental Senior Assistant directly impacts the successful delivery of the project on time, budget and above the expectations of all stakeholders. This subsequently reinforces the visibility and image of UNOPS as an effective service provider in project services, management and strengthens its competitive position as a partner of choice in sustainable development and project services.

• Secondary School Certificate/Diploma or High School Diploma  is required
• Technical/Professional Diploma or a Bachelors Degree/Under graduate degree in Environmental Studies, Natural Resources Management, Environmental Economics or other relevant discipline will be an added advantage and may be accepted in lieu of respective years of experience 

• For candidates with secondary education, a minimum of  5 years of experience in supporting environment management or other relevant experience in combination with secondary education  is required. Candidates with Bachelors degree will be required to have a minimum of 1 year experience in supporting environment management or other relevant experience.

• Experience in development work in remote areas is highly desirable;

• Experience in World Bank public works,social protection projects and/or food security projects is an asset;

• Experience in environmental science, monitoring and evaluation (environment) desired.

• Experience in coordinating with different stakeholders, especially with local communities is highly desirable

• Experience in social mobilisation is an asset

• Fluency in English (writing, reading and speaking) is required.
• Knowledge of local Arabic and or local Languages is desired.
