Programme Management Senior Analyst

The Programme Management Office (PMO) was established to provide a decision-enabling and delivery support structure for South Sudan Country Office. The SSCO PMO supports the Head of Programme (HOP) in defining a balanced country-wide programme, ensuring consistent delivery of programmes and projects, as well as ensures that project management policies, processes and methods are followed and applied according to the organization’s standards.

Functional responsibilities

The Programme Management Senior Analyst will provide support to the Project Managers through the Programme Management Office in all aspects of the project cycle with a focus on Project Implementation and Project Closure. S/He will perform the following specific duties:

Strategic Planning/Portfolio Support

• Assist the HPMO and HOP in the preparation for  project assurance;

• Assist in the development of standard project management tools and identify the appropriate technical skills of Programme and Project Managers, and other project personnel;

• Attend coordination meetings in PMO as required to support projects;

• Support processes for  strategic oversight, advice and direction on programme and

• Project management activities in line with service agreements and project documents.

• Ensure sound development, monitoring, analysis and planning according to agreements, taking into account sound resources planning and ensuring synergies across the projects at the country level.

Delivery Support

• Provide support to Programme and Project Managers with the planning and execution of project deliveries according to best practices;

• Review input of financial information, expenditures and etc. in oneUNOPS, and on-going budget monitoring;

• Conduct regular financial variance analyses of SSCO programmes and projects;

• Liaise with the finance unit in tracking disbursements and budgets for projects on behalf of the PMO;

• Support and coordinate all project start up and closure activities, ensuring appropriate disposal of project assets, timely and effective final (operational) reporting, initiation of financial disbursements as appropriate during Defects Notification Period, updating of information on the UNOPS MIS, and effective handover of closed projects to UNOPS HQ for financial closure processes;

• Review weekly Activity reports and quarterly financial reports with respect to outputs based on work plans and budget forecasts;

• Ensure and monitor compliance of projects with internal directives and procedures as set out by the PMO;

Knowledge management and Best Practices quality assurance

• Maintain record of all project files and Activity reports for projects that have been handed over to the PMO in hard and soft copies;

• Ensure projects establish adequate results based monitoring and reporting tools and that these are regularly updated and reported against agreed baselines and targets.

• Ensure data quality through regular monitoring and reviews of systems data.

• Ensure routine and effective capacity building activities(e.g: training and workshops).

• Advocate for Project Managers’ participation in relevant Communities of Practice.

• Support Project Managers and the wider PM community to share case studies, and lessons learned and best practices in the UNOPS Knowledge System. Provide feedback to Practice Leads on policy and supporting guidance working to achieve continuous improvement of UNOPS PM Practices and policies.

• Coordinate the integration of lessons learnt and good practices into the formulation of new programmes/projects, ensuring that lessons learnt are shared across the Hub in a timely and appropriate manner.

Personnel Management

• Coordinate the management of Project Management Resource Pool.

• Promote and support a learning culture by empowering individuals and teams to identify critical learning needs and plan/provide easy access to learning opportunities to maintain personnel competency and flexibility.

• Support monitoring of SSCO personnel satisfaction.

• Bachelor’s Degree in Project Management, Monitoring and Evaluation, Business Administration or related field (e.g. International Relations, Development Studies, Economics and Management Science) is required or
• Master’s Degree in Project Management, Monitoring and Evaluation, Business Administration or related field (e.g. International Relations, Development Studies, Economics, and Management Science) with 2 years experience 

• PRINCE2 Practitioner Certification (Foundation and/or Practitioner) is highly desirable.

• MSP certification (Foundation and/or Practitioner) is an advantage

• Full working knowledge of English is essential.
• Fluency in one or more additional official UN languages is an advantage.
