India

UNOPS in India is based in New Delhi and currently manages three major health projects: distributing H1N1 vaccines to developing countries on behalf of WHO, procuring medical goods for the Indian Government and combating child mortality with the Norway-India Partnership Initiative.

1. General Background 

UNOPS-Asia, Europe, and the Middle East have a number of projects in the region including India. UNOPS India has been the Procurement Agent for the Government of India, based in New Delhi, India, and other State Governments. In this capacity, UNOPS provides services for procurement of health sector goods, and services in support of the request/s made by the Government of India/ State Governments. It has also implemented several health projects in various States

2. Purpose and Scope of Assignment 

The India Business and Partnerships consultant is tasked with the following  responsibilities:

1.Facilitating the development of new business and partnership relationships in India between UNOPS and other ministries/organizations in coordination with India Business and Partnerships Advisor

2.Advising the Director NPOH on new partnership opportunities through research, networking, and communication aimed at positioning UNOPS in India and mobilizing quality resources, if required, for sustainable development.

3.Promoting UNOPS and coordination & liaisoning with Ministries of GOI and also the state Governments.

4. Enabling business development at the country level through the provision of best practices, tools, and guidance

5. To be co-signatory on the cheques for INR payment recommendations of UNOPS.

3. Monitoring and Progress Controls

The LICA holder will directly report to the NPOH, Country Director. and make contributions as per these TOR.  The TOR and a work plan containing specific time-bound deliverables will be agreed upon by the incumbent and the supervisor.

a. Education 

·         Advanced university degree (Master’s degree or equivalent) in International Affairs, Economics, Business Administration, Public Administration, Political Science, International Relations, or other relevant discipline is required.

• A combination of a first-level university degree (Bachelor's or equivalent) with 2 additional years of work experience may be accepted in lieu of the advanced university degree (Master's Degree or equivalent).

b. Work Experience

• Minimum 5 years of solid experience in partnership building at national or international levels, preferably in a large organization is required.
• Minimum 5 years of proven experience in multi-disciplinary business development activities, including but not limited to, running complex bid teams, working alongside a range of technical experts, proposal development, project and program design including advanced budgeting and forecasting skills, and building trusted relationships and networks is required;
• Solid experience in developing and/or managing client/partner relationships, for example, public sector clients, donor governments, multilateral agencies, public-private partnerships, etc., within the context of engineering, business services, and/or professional services would be a significant asset;
• Ability to identify, initiate and sustain relationships within key client/partner organizations, including building professional relationships with senior decision-makers and influencers would be a great asset;
• Proven ability to work effectively with groups of peers and to lead on tough decisions is desirable;
• Strategic vision, strong analytical and operational capacities, sound judgment;
• A high level of energy and enthusiasm for leading a self-financing services organization within the UN system i an asset;

c.  Language 

• Fluency in written and oral English and Hindi required.
