Private Sector Development Project Manager

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. 

UNEP, in partnership with the Global Green Growth Institute (GGGI), serves as the joint host of the Green Growth Knowledge Partnership (GGKP) Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee (UNEP, UNIDO, GGGI, the OECD, and the World Bank). The GGKP is a global network of over 70 international organisations, research institutes, and think tanks focused on promoting a green economy transition by:

• identifying major knowledge gaps in green growth theory and practice and addressing these gaps by promoting collaboration and coordinated research; and 

• using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.

A consultant is sought to support the GGKP in the execution of a Coordination, Communication, and Knowledge Management (CCKM) project for the Global Environment Facility (GEF) initiative, “Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States” (ISLANDS). The GGKP will serve as the Executing Agency for the GEF ISLANDS CCKM project and the consultant will be tasked with management and coordination of project activities. This work includes: overseeing and coordinating with regional child projects being executed in the Caribbean, Indian Ocean and Pacific regions, ensuring that the programmatic approach is undertaken on gender, stakeholder engagement and knowledge management. The consultant will convene project steering committee meetings and perform Secretariat functions for these meetings. The consultant will also coordinate project activities being executed directly by GGKP in accordance with the agreed work plan. This includes recruiting and overseeing the work of technical consultants. They will also ensure financial and technical progress reports are submitted to the Implementing Agency on time. The consultant will establish and maintain effective working relationships with internal and external contacts at all levels.

The consultant will also lead the conceptualization, development, organization, and launch of partnerships with the private sector both within the context of the GEF ISLANDS CCKM project project and to support the GGKP Green Industry Platform.

The objective of the consultancy is to assist the GGKP in the execution of the GEF ISLANDS CCKM project and other strategic work, and is expected to include the following tasks:

• Ensuring timely management of the project and implementation of all activities listed in the Work Plan (WP) in accordance with the rules of the partners and all project agreements; 

• Oversee the finalization and dissemination of the GEF ISLANDS Programme visibility guideline

• Oversee the finalization and execution of the GEF ISLANDS programmatic stakeholder engagement plan and the GEF ISLANDS programmatic Gender action plan 

• Finalize and disseminate programmatic reporting templates 

• Development of TORs for the recruiting of consultants to conduct work on specific activities and objectives set forth in the WP; 

• Reviewing all deliverables and reports to be submitted to the Implementing Agency prior to submission and liaise with staff members and consultants to ensure that the quality of the deliverables and reports submitted are according to relevant guidelines, TORs and meet the expected standard of quality; 

• Ensuring accurate and timely submission of quarterly and annual activity progress reports, financial reports to the Implementing Agency; 

• Collecting data and conducting monitoring activities of ISLANDS programme activities according to the WP; 

• Monitoring project funds, approving project disbursements according to the WP and liaise with the Project Steering Committee on budgetary changes if required; 

• Establishing operating arrangements for financial management and accountability, including ensuring all supporting documents are maintained and an orderly filing system is in place; 

• Monitoring that recommendations made as a result of the annual audits are implemented; 

• Ensuring transparency and adherence to procurement regulations in procurement processes; 

• Leading the preparation of the annual Project Steering Committee meetings; 

• Ensuring operational and financial closure of the WP according to UNFPA procedures at year end; 

• Coordination with ISLANDS partners and stakeholders; 

• Synthesis of the Midterm Reviews shared with GEF ISLANDS stakeholders and monitoring of corrective actions taken;

• Conceptualization, development, organization, and launch of partnership with private sector actors to make accessible free shipping for SIDS participating in the ISLANDS Programme to facilitate recycling;

• Conceptualization, development, organization, and launch of partnership with private sector actors in support of the GGKP Green Industry Platform;

• Any other tasks deemed necessary to achieve the project objectives. 

Monitoring and Progress Controls

• Successful finalization and dissemination of GEF ISLANDS gender action plan, stakeholder engagement plan and programmatic reporting templates; 

• Successful finalization and dissemination of GEF ISLANDS visibility guide;

• Successful submission of four quarterly financial reports per year;

• Successful organization of the first CCKM project steering committee meeting (and project inception meeting);

• Successful launch of a partnership with private sector shipping stakeholders;

• Successful execution all project activities as elaborated in the project workplan;

• Efficient monitoring of the overall progress of GEF ISLANDS in accordance with the gender action plan and stakeholder engagement plan.

 Education 

• Advanced university degree (master’s or equivalent) preferably in development studies, economics, or relevant field.

• A combination of a first university degree (bachelor’s or equivalent) with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Work Experience 

• Minimum 5 years of accumulated work experience in project management or project coordination or related fields in an international organization or public institution is required. 

• Experience in the implementation and execution of environmental or health related programmes, projects and activities would be an asset.

• Proven ability to liaise with external stakeholders in Governments, intergovernmental and non-governmental organizations.

• Fluency in English is required. Knowledge of another official United Nations language is an advantage.
