Under the global agreement signed between the Secretariat of the United Nations and UNOPS, the UN Mission MINUSCA has requested UNOPS to support the undertaking of the provision of Technical Support Services in order to optimize operational activities. MINUSCA requires higher resource mobility and flexibility enabling the Mission to achieve cost efficiencies in support of its mandate in the Central African Republic.

MINUSCA, the UNOPS Project Manager and the Project team, will be embedded in the mission and will work closely with all relevant MINUSCA components in Bangui, CAR to achieve successful implementation of the Technical Support Services. In addition to the Project Team, the Programme Management team including UNOPS’ Senior Management inter-alia, the Head of Support Services and her team will be supporting the project’s implementation. 

UNOPS has the required expertise to provide Technical Support and Transactional Services to MINUSCA; this in conjunction with UNOPS mandate for which it has adequate resources within the allocated budget to carry out such project, aimed at attaining the objectives sought by MINUSCA.

The Project Manager will report directly to the Country Manager in CAR and to the Head of Programme on programmatic issues.

Based in Kinshasa in the Democratic Republic of Congo (DRC), since 1991, the UNOPS Central Africa Hub (CDOH) covers eleven countries: Angola, Burundi, Cameroon, Central Africal Republic, Comoros, Gabon, Equatorial Guinea, Democratic Republic of Congo (DRC), Republic of Congo, Madagascar, Rwanda. The Hub has forged strong working relationships with international partners, United Nations agencies, including United Nations missions, and governments of Central African countries.

It provides technical support and capacity building in areas of strategic national development, including sustainable infrastructure development in the fields of health, education, public works, governance and public administration, as well as in sustainable procurement, project management and sectoral advisory services in the areas of peace and security, preservation and protection of the environment, program/project revitalization among others.

Under the leadership of the Hub Director’s office, CDMCO comprises 3 departments in the Kinshasa Head Office:

1. Programme/Programme Management Office (PMO);

2. Support Services Office with its 4 units: Human Resources, Procurement, Finance and Logistics, and

3. Partnership Development Office (PDO).

The Senior Management Team (SMT) – comprising the Head of Programme, the Head of Support Services and the Head of Partnership Development – manages the respective departments. CDOH also has four country offices including Kinshasa and over 18 provincial/field project offices.

The Project Manager will be responsible for the overall implementation of the project and thus will be required to plan, manage, coordinate and monitor the project activities implemented by UNOPS, in Bangui and other locations across the CAR. Including the following areas:

• Assess, plan and manage the delivery of a comprehensive set of services and activities, in line with the project scope, approach and implementation modalities;
• Assess, and manage the resources allocated to the project activities, in full compliance with UNOPS rules and procedures;
• Prepare and update the work plan, in close cooperation with MINUSCA and implementing partners;
• Advise the Partners on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance);
• Assure that services are delivered with quality (according to MINUSCA and UNOPS ‘s standards) and on time
• Other tasks as may be requested by UNOPS;
• Lead by example, being visible, involved, and accessible;
• Ensure compliance with all regulations as applicable.

• A Master’s Degree in Project Management, HR Management, Business Administration, Economics or other relevant disciplines is required.
• A Bachelor Degree in Project Management, HR management, Business Administration, Economics or other related disciplines with two (2) additional years of relevant professional experience may be accepted in lieu of a Master’s degree..

• Minimum five (5) years’ experience in Project Management with at least three (3) years Human resources /Administration management is required
• Experience working in emergency, post-crisis environment and/or with UN missions is a strong asset.
• Familiarity with country context and program/project regions is an asset
• Proven experience in administrative / financial management is highly desirable
• Proven experience in HR projects is highly desirable

• Fluency in French and English in both written and oral is required
• Working knowledge of another official UN language is desirable

• Prince 2 cerfication (Foundation/Practitioner) would be highly desirable.
