Background Information - Mali Programme

Mali is facing a problem of weapons and explosive hazard contamination as a result of protracted and recent armed conflicts. The presence of explosive remnants of war (ERW), improvised explosive devices (IED) and insecure stockpiles of weapons and ammunition (obsolete, abandoned or neglected), poses a serious threat to civilians as well as to United Nations and humanitarian personnel operating in the country.

UNMAS deployed to Mali in January 2013 to conduct an emergency assessment of the situation with regard to explosive threats. In July 2013, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council resolution 2100 and is currently operating under Security Council Resolution 2584 (2021). In accordance with these mandates, the United Nations Mine Action Service (UNMAS) has engaged UNOPS PSC to implement a mine action programme in Mali to:

• Improve the protection of civilians and facilitate humanitarian assistance;
• Enhance national capacity to mitigate explosive threats and enable compliance with international treaty obligations;
• Reduce the explosive threat to MINUSMA and United Nations personnel.

Under the direct supervision of the IED Threat Mitigation Planning Officer, and the overall supervision of the Project Manager Safety and Security of Peacekeepers Project, the Project Management Support Senior Associate will provide support in the implementations of the project outputs. The tasks and responsibilities will include but not limited to the following:

• Ensure all administration tasks are completed in accordance with internal processes and governance.
• Manage finance and procurement requests required for project execution in collaboration with support and operations sections.
• Coordinate with IED threat mitigation planning officer on the implementation of the project plans.
• Maintain and monitor project management tools and records (risk Log, issue Log, lessons learnt log)
• Monitor the annual workplan and ensure consistency of activities to the budget.
• Manage the project's e-library for stakeholders' and beneficiaries information and documents.
• Ensure accurate up to date on data, documentation, analysis of project plans and processes.
• Coordinate and provide inputs into the projects’ reports in collaboration with the Programme Section.
• Follow–up on all project logistics requests, processes and deliveries in collaboration with operations and support sections.
• Provide project brief to newly recruited national staff in the programme, as well as act as project focal point for the induction process of new staff both national and international
• Coordinate and organize project meetings, training events, seminars and workshops.
• Perform any other duties as might be required for the successful implementation of the project.

a.     Education:

• Secondary education (high school or equivalent) with 7 years of relevant experience is required; OR
• First Level University Degree (Bachelor’s Degree or equivalent) with 3 years of relevant experience is desired

b.     Work Experience

• Relevant experience is defined as experience in supporting project, programme activities, or administrative management.

c.     Language

• Fluent in English (read, write and speak) is required
• Intermediate French (read, write and speak) is desired

Contract type: Local Individual Contractor Agreement (LICA)
Contract level: Local ICA 7 (ICS 7) 
Contract duration: Ongoing ICA – Open-ended, subject to organizational requirements, availability of funds, and satisfactory performance
