Since 2010, the Scaling Up Nutrition (SUN) Movement has inspired a new way of working collaboratively to end malnutrition, in all its forms. With the governments of SUN Countries in the lead, it unites people—from civil society, the United Nations, donors, businesses and researchers—in a collective effort to improve nutrition. The SUN Strategy 2021–2025 (SUN 3.0) prioritises country leadership and focuses on supporting systemic change at the country level. It seeks to capture the ambition of SUN countries and guide the work of all actors at all levels aligning concerted action behind and responding to commonly agreed national priorities set out by governments in SUN countries.
SUN 3.0 is committed to fundamental, non-negotiable aspects of effective nutrition action, including equity and the principle of leaving no one behind. For its third phase, the SUN Movement will drive forward gender equality and enshrine youth leadership across the Movement. SUN 3.0 will strengthen partnerships to achieve greater impact on nutrition through food systems, health systems, social protection systems, actions by the private sector and humanitarian and development actors, and through education, water, sanitation and hygiene (WASH) and climate change adaptation.
The SUN Movement Secretariat plays a central role in enabling the multiple members and structures of the Movement to work together to advance progress on country-level priorities and the global positioning of nutrition.
The SUN Movement Secretariat comprises approximately 35 personnel, based in Geneva and in various regions globally. All parts of the Movement – member governments, the SUN Global Support System - the GSS, consisting of four SUN networks (Civil Society, United Nations, Business, Donors) and the SUN Movement Secretariat, together with the SUN Movement Coordinator, work together to align and focus efforts on priorities within countries.
The SUN Movement Secretariat is hosted by UNOPS.
Role of the Head of Country Action
The SUN Country Action team is critical in supporting the Movement to achieve the objectives set out in SUN 3.0, and provides the capacity to ensure we put countries at the centre of everything we do, empowering SUN Country Focal Points and/or Country Coordinators to act. The Head of Country Action is based in Geneva and currently oversees the Secretariat’s geographic regions, covering 63 countries and 4 Indian states.

The purpose of the SMS Country Action team is to support the development and implementation of national nutrition plans, facilitate information sharing and knowledge exchange, and identify advocacy opportunities across the SUN Countries within the defined portfolio. The five Country Action teams work closely with national government counterparts and other SUN stakeholders, including representatives of the SUN Networks, to strengthen institutional capacity for nutrition by identifying, creating and strengthening opportunities to accelerate progress in countries; identifying successful interventions and moving quickly to scale up results, and ensuring effective peer learning and knowledge exchange across the Movement.
The role leads Country Action teams globally to maintain effective understanding, communication and support across the broad national and international community of stakeholders to understand risks and challenges so that resources may be mobilized and technical assistance provided as necessary.
The Head of Country Action plays an important role in promoting effective matrix management and ensuring that the Movement’s approach, policies and guidance advance strategic goals, demonstrating value for money and quality. The role is critical in driving a culture of results across and focusing efforts to obtain maximum organisational impact.
The Head of Country Action must be a seasoned manager able to mentor staff members and be a thought partner to team members. The role is expected to actively participate in key organisation-wide and cross-cutting initiatives related to policies, strategies, processes and guidelines related to the effective delivery of the SUN Movement’s vision.
1. Country Action
● Work with key senior Country and Regional stakeholders and facilitate consensus on priorities and identify synergies to drive for impact.
● Scans political economy and strategic opportunities and presents opportunities based on these.
● Lead the drive for global information-sharing of relevant evidence and successful practices from other partners and countries.
● Take action as appropriate to ensure collaboration across SUN Networks to integrate and harmonise inputs for impact, and take action as appropriate.
● Manage and support the strengthening and coordination of information-sharing among partners.
● Lead the development and implementation of advocacy strategies for nutrition in the designated regions and countries.
● Act on strategic opportunities for donor advocacy and resource mobilisation by working closely with the Head of Resource Mobilisation/Donor Relations to facilitate coordination of SUN donor partners.
● As required, facilitate requests through the global SUN networks or other global partners for technical assistance to support country action plans, when requests exceed locally available resources.
2. Team Leadership
● In collaboration with the team, establish annual objectives and targets, performance measurements, standards and results expected.
● Recommend and/or determine priorities and supervise the implementation of work plans to manage the strategic and operational risks.
● Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned.
● Plan and propose to the SUN Director, the resources required (human, financial and administrative) to ensure financial sustainability in accordance with UNOPS standards of ethics and integrity.
● Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority.
● Plan, recruit, manage and develop a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity.
● Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
● Oversee, monitor and direct appropriate measures to maintain the safety and security of personnel, assets, property and information within the respective area of responsibility
3. Stakeholder engagement
● Create opportunities to enhance new partnerships, particularly through engagement with the private sector.
● Support management of SUN partners’ technical assistance.
● Manage relationships with key donors at country and regional levels.
4. Innovation and knowledge management
● Capture SUN Country experiences and lessons learned to inform any policy revisions as needed through the appropriate governance channels.
● Utilising the Monitoring, Evaluation, Accountability and Learning-Knowledge Management (MEAL-KM) team, ensure integrated ways of working and a constant cycle of feedback and improvement.
● Contribute to the development and introduction of innovation to ensure the SUN Movement is
continually incorporating best practice approaches.
5. Strategic management
● At the request of the SMS Director, contribute to the development of the SUN Movement strategy in collaboration with the Coordinator and the various governance mechanisms.
● At the request of the SMS Director, contribute to developing and implementing a SUN Secretariat Workplan and a Strategic Activity Framework for the SUN Secretariat and four networks, in order to maximise the contributions of all actors in the Movement
● Keep the SMS Director informed/advised on opportunities and/or challenges to strengthen the SUN Movement members’ capacity and results.
● Brief the SUN Movement Coordinator and members of the SUN Strategic Advisory team on major developments in the nutrition action of SUN Countries and recommend how the Movement might respond to such developments.
● Work with the Global Technical Advisory Team to identify strategic opportunities for engagement of the SUN Movement Coordinator with high level representatives of SUN Countries, to promote the implementation of a multi sector, multi stakeholder approach to nutrition.
● Work with the Global Technical Advisory Team to provide recommendations to the SUN Movement Coordinator regarding sensitive political matters related to the positioning of the SUN Movement in countries and regions.
