Stop TB Partnership - Partnerships Development Specialist

UNOPS has hosted the Stop Tuberculosis Partnership Secretariat (STBP) since 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to acquire a world free of TB by ensuring that every person with TB has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies.

The Stop TB Partnership is a unique and innovative global health organization that brings together partners, expertise, funding, commodities, and people-centered services in our shared mission to transform the tuberculosis (TB) space and end TB by 2030. 

Founded in 2001, the Stop TB Partnership is a United Nations (UN) hosted organization that takes bold and smart risks to serve and amplify the voices of the people, communities, stakeholders, and partners from countries affected by TB. 

The Stop TB Partnership is guided by three (3) strategic goals to: 

1. Advocate, catalyze, and facilitate sustained coordination and collaboration among partners; 

2. Support the development, replication, and scale-up of innovative approaches and tools; and 

3. Facilitate global, equitable access to TB diagnostics and medicines. 

The Stop TB Partnership’s comprehensive range of strategic and technical expertise and our willingness to push boundaries are crucial factors in reaching the targets agreed upon by Heads of States and the TB community-at-large to end TB by 2030.

To fulfill its mandate, the Stop TB Partnership does advocacy at global and country levels, involving a diverse range of partners and aligning their messages. At country level advocacy work focuses on engaging with heads of states, health ministers, parliament, national TB programs, TB affected communities, private sector stakeholders, celebrities and the media. This work is led by the Executive Director and her office with the involvement of multiple teams in the Stop TB Partnership.  

The Stop TB Partnership’s Country and Community Support for Impact (CCS4i) Team, works on three complementary priorities: 

• technically strong country responses, 

• empowered networks of people affected by TB 

• and civil society, and advancement of rights-based, gender sensitive TB response that prioritizes TB key and vulnerable populations. 

• country level engagement of partners and aligned advocacy and communication messages

The Partnership Initiative aims to support national partnerships and platforms that bring under the same “umbrella” partners involved in TB and health response at country level in selected countries. 

Under the overall supervision and guidance of the CCS4i Team Leader and in collaboration with ED and DED the Partnerships Development Specialist provides programme management, coordination, and guidance to organize and run the Partnership Initiative program, coordinates efforts and ensure alignment of messages and efforts of a broad range of country level partnership platforms, implementing partners / organizations in close collaboration with the Technical Regional Advisors. CRG Programme Officers, advocacy and communications team members while promoting the strategic aims of the Stop TB Partnership and it’s programmes.

Under the supervision of the CCS4i Team Lead and working in close collaboration with the Executive Director’s office, the advocacy and communication team, Regional Technical Advisors and the CRG Programme officers as well as STBP external partners, the Partnerships Development Specialist is expected to perform the following functions:

Partnership and Programme Development planning

• Coordinate and ensure that current and future national level partnerships continue to grow and evolve, include all relevant partners and are fully aligned between themselves as well as with the Stop TB partnership global level. 

• Organize and implement the work related to provide grants to the country level platforms/partnerships following all UNOPS policies and procedures and managing all operations in compliance with UNOPS rules and regulations as well as Stop TB Partnership SOPs as approved by the STP Board

• Work with the Executive Director’s office to link the partnership platforms at country level to high level advocacy work of Stop TB Partnership in priority high TB burden countries, to engage the heads of State, celebrities and the media.

• Ensure that country level partners and Stop TB grantees in the country – CFCS, TB REACH, CSOs are engaged and participate in the national partnerships.

• In collaboration with the advocacy and communication team ensure advocacy and communication messages and other “tools” are tailored and made available for country level use; implement a periodic  satisfaction survey of Partners of Stop TB Partnership

• Additionally, provide input - from a Partnerships development point of view - to improve the Grant Management System (GMS) to track beneficiaries quarterly financial reports, provide up to date tracking reports of grantee progress and make grant payments. 

Develop Opportunities

• Monitor and evaluate development trends within the field of TB and CRG to identify areas of collaboration for the CCS4i Team and other teams of STBP. 

• Research events, publications and announcements, to track and screen opportunities for possible STBP-CCS4i interventions and identify trends to drive partnership opportunities.  

• Provide advice and feedback to the Regional technical advisors and CRG programme officers regarding the development of framework partnership agreements that can increase opportunities for the team and STBP. 

• Contribute to the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project document briefs for discussion with partners.

• In coordination with the Communications and Advocacy team and the Executive Director's Office, gather content for communications and outreach materials within the scope of the STBP Partnership.  

Representation and Inter-Agency Partnership

• Serve as the main focal point for Partnership Initiative program for program implementers including programme development, reporting, budget adjustments and grant making.

• Establish and contribute towards further develop partnerships with UN agencies, international organisations, governments, foundations, civil society and private sector organisations to diversify opportunities within the Stop TB Partnership.

• Undertake advocacy, public information and communication activities in collaboration with the advocacy and communication team, when required.

• Build, manage and update the Stop TB Directory of Partners, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to project and partnership development.

Knowledge Management and Innovation

• Contribute to the ongoing research, development and implementation of best practice and innovative approaches to maximise performance and sustain achievements in project and partnership development. 

• Help build partnerships capacity and negotiation skills among different partners and programme managers and 

• Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building within project and partnership development.

Advanced university degree (master or equivalent).

University degree (bachelor or equivalent) with two (2) additional years of relevant professional experience will be accepted in lieu of a Master’s degree.

Professional Experience Requirements:

Minimum 5 years of experience in international development including demonstrated experience in one of the following areas: Developing and/or executing partnerships and/or programme development/implementation;

Establishing partnerships with UN agencies, and/or international development organisations, and/or governments, and/or foundations, and/or civil society and/or private sector organisations is required.

Project development/management experience would be considered a strong asset.

Prior experience working in the Global Health sector would be considered a strong asset.

Experience in the field of Tuberculosis would be desirable.

Language Requirements:

Fluency in English is required.

Fluency of another UN official language, particularly French, would be desirable.

Contract type: International Individual Contractor Agreement
Contract level: ICS10 - IICA2 (P3 equivalent)
Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.’

Additionally, the incumbent will have to purchase a Swiss based insurance (LaMal) within the first three months on contract, UNOPS will help subsidize the cost of this insurance, upon show of proof and for an amount from 382.87 USD up to 545 USD.
