The United Nations Mine Action Service (UNMAS) was established in 1997. UNMAS leads, coordinates and implements mine action under United Nations legislative mandates of both the General Assembly and the Security Council. UNMAS supports the UN's vision of "a world free from the threat of mines,

explosive remnants of war (ERW) including cluster munitions, and improvised explosive devices (IEDs), where individuals and communities live in a safe environment conducive to sustainable peace and development where no one is left behind, where the human rights and the needs of victims are met and where they are fully integrated as equal members of their societies."

UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO). UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council, or at the request of the UN Secretary-General or his designated official. When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of explosive ordnance threat mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and Weapons and Ammunition Management. As an office within DPO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

The UNMAS Iraq programme was formally established in June 2015, at the request of the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS supports the Government of Iraq to protect civilians from the threat of explosive ordnance and enables humanitarian, stabilization and reconstruction, and socio-economic efforts. under the UNMAS Iraq Programme Strategy focusing on three main components: 1. Capacity Enhancement; 2. Risk Education, and 3. Explosive Hazard Management. UNMAS Iraq has offices in both Baghdad and Erbil.

Under the direct supervision of the Head of Projects, the Project Management Support - Senior Analyst (Planning and Operations Support) will provide overall project cycle management support for the activities, grants and contracts being implemented by UNMAS Iraq.

Project cycle management support for activities, grants, and contracts

In coordination with the Head of Projects,
- Follow-up on project cycle management of partnership grants and contracts in coordination with Senior Operations Manager
- Maintain, review and verify the associated supporting documents related to the implementation of the projects in coordination with Senior Operations Manager
- Preparation and maintenance of project files, including internal and external reports
- Coordinate assigned delivery of outputs and take responsibility for progress milestones
- Coordinate and liaise with the Head of Projects and Senior Operations Manager on the implementation progress
- Update the plans, identify and escalate to the Head of Projects and Senior Operations Manager any deviations from the plan
- Work with the Head of Projects and Senior Operations Manager to identify and manage risks
- Assist the Senior Operations Manager in managing quality assurance and monitoring scheduling
- Support record and maintenance of meeting minutes with implementing partners etc

Financial and procurement support for activities, grants, and contracts

In coordination with the UNMAS Head of Projects and Grants/Contracts Manager,
- Maintain all supporting activity, grants, and contracts financial documents for audit and review processes
- Support in monitoring activities, grants,contracts budget, financial expenditures and all administrative procedures in line with the work plan
- Coordinate with support services on budget, cash flow and reporting on expenditure obligations to ensure that deliverables are met in activity, grants, and contracts
- Support in conducting financial analysis to manage and calculate financial shortfalls and over-expenditures activity, grants, and contracts
- Support in conducting budget revisions and initiate corrective actions, when necessary, in activity, grants, and contracts
- Support the development of documents for solicitation of new activity, grants, and contracts with respective Team Leads

Stakeholder management, coordination, and liaison

In coordination with the UNMAS Head of Projects,
- Support in establishing a solid working relationship with the Implementing partners
- In support of activities, and as required, liaise with relevant stakeholders including national and regional mine action authorities, NGO’s, commercial contractors, the mine action sub-cluster, local authorities on the level of Governorate and municipality, UN agencies and MoD/MoI;
- Support internal communication with UNMAS sections to ensure that they are aware of project activities, progress etc.
- Supports in the monitoring and flagging issues that may impact the achievement of the outcomes in EHM activities, grants, and contracts

Administration support to Projects Section

Support the administration of activities, grants, and contracts as needed
Support the administration of projects section, including supporting correspondence
Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building
