Under the overall guidance and supervision of the Multi-country Office Director or Partnerships Advisor for the Multi-country Office, the Partnership Senior Analyst will conduct technical analyses, inputs and reviews for project documents and proposals in the area of (but not limited to) energy; particularly solar systems and mini grids. The Partnerships Senior Analyst will work in close collaboration with the Partnership Development Unit team, Programme and project teams in CDMCO, for successful programme and project development activities to include their technical reviews and analyses.

The Partnerships Senior Analyst serves as a technical analyst, reviewer and advisor in support of the development of new projects and/or functional areas so as to ensure that technical, infrastructural services and products are designed, developed and implemented in accordance to customer and UNOPS quality requirements.

Partnerships Senior Analyst serves as focal point for developing and monitoring the Quality Control strategy across projects in CDMCO Angola. 

Located in Kinshasa, Democratic Republic of Congo the UNOPS Multi-Country office covers eleven countries: Angola, Burundi, Cameroon, Central African Republic, Comoros, Gabon, Equatorial Guinea, Democratic Republic of Congo (DRC), Republic of Congo, Madagascar, Rwanda, and has an active portfolio of over $300 million, with many infrastructure projects. The office has developed strong working relations with international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management and sectoral advisory services; peace and security, environmental preservation and protection among others.

The incumbent will be responsible for the following duties and responsibilities:

Support the oversight of CDMCO Portfolio performance management through provision of analytics and reports for the countries assigned:

• Support CDMCO management on the implementation and monitoring progress/ reporting of corporate and strategic initiatives 

• Identifies requirements related to marketing materials and presentation materials and the distribution thereof, as well as any reports/publications required for existing and potential clients and partners 

• Communicates with the relevant UNOPS personnel on matters pertaining to their respective responsibilities in relation to program and business development 

• Develops UNOPS capacity statements for the various services provided by UNOPS 

• Supports CDMCO operations and contributes to knowledge sharing, enhancing the harmonization of projects while facilitating synergies with team members 

• Contributes to CDMCO annual strategic plan through portfolio and comparative analyses

Project Development & Project Support: 

• Prepares project documents, legal agreements, budgets and support engagement clearance. Assists the preparation of meetings and events, draft talking points, and meeting minutes 

• Supports CDMCO management in project compliance and quality assurance, by providing up to date analysis of project progress, by facilitating project board meetings and by keeping track of performance vs portfolio Key Performance Indicators - KPIs. 

• Collaborates with business area teams to understand project requirements, shape the initial project request, and provide a high-level estimate of the project effort and costs (project budget elaboration)

• Support to internal coordination of corporate and strategic initiatives, planning and reporting and knowledge sharing and communications 

Development and follow up of business opportunities:

• Contributes and supports the development and implementation of CDMCO business strategy 

• Conducts research on donor aid flows worldwide, UN and other agencies, trends in aid, potential future markets for growth, creating criteria for selecting target markets and partners, comparison of donor types, and UNOPS market with special emphasis to CDMCO core business. 

• Synthesizes and summarizes information relevant to business development and prepare relevant reports, briefing notes/talking points/presentations and other materials for internal and external use 

• Advocates UNOPS as a partner and service provider of choice 

• Supports development of strategic partnerships with key counterparts and business opportunities 

• Maintain and develop contacts and partnerships within the donor community (UN agencies, donor governments, donor organizations, etc.), monitor communications, follow-up activities and proposal submissions

Support communication and knowledge management:

• Promote the circulation of information within CDMCO and its clusters, in order to support knowledge management and create cross synergies within CDMCO Clusters. 

• Produce high quality communications and visibility materials of CDMCO on websites, twitter etc... and for partners, government officials and potential donors, clients and stakeholders

• Ensure strong stakeholder management through continuous communication with partners and governments 

Monitoring and Progress Controls: 

• Supports preparation of the PDO monthly reports including KPI reports as per CDMCO target agreement 

• Prepare periodic updates on the progress of CDMCO and AFR RO action plans and annual strategic plans 

• Provides ad hoc research on potential business partners 

• Maintain the CDMCO intranet web page and UNOPS website on Angola and other countries assigned

• Advanced University degree (Master's degree or equivalent) in Business Administration, Social Sciences, Law, Project Management, or other related fields is required.

• First University degree (Bachelor's degree) in Business Administration, Social Sciences, Law, Project Management, or other related fields plus two (2) additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

• PRINCE2 certification, at least at Foundation Level, or Project Management Professional (PMP) methodologies is desirable.
