Background – UNMAS

The United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

Background – UNMAS Libya

UNMAS Libya is an integral part of the UN Support Mission in Libya (UNSMIL). As its Mine Action Service, UNMAS Libya helps implement the tasks mandated by UN Security Council resolution 2365 (2017) on Mine Action, as well as Resolution 2095 (2013) requesting UNSMIL to support the Government in developing a strategy on countering illicit proliferation of arms and related materiel, clear ERW and conduct demining programmes, and implement international conventions through the coordination of international assistance and building government capacity. UNMAS Libya has been delivering and coordinating Humanitarian Mine Action (HMA) responses which include training and capacity building of Libyan nationals in explosive ordnance disposal, non-technical survey, the provision of Explosive Ordnance Risk Education (EORE), conducting advocacy, and providing technical support, as well as quality control and assurance activities.

Under the guidance and direct supervision of the Head of Projects, the Communications Senior Officer - Translation supports the Libya programme in Tripoli by providing communications, translation and interpretation support to daily programmatic activities. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Interpreting and Translation

• Provide high quality consecutive and simultaneous interpretation into Arabic from English and/or from Arabic into English, during meetings with Libyan counterparts, press conferences, donor conferences, meetings, training, workshops and other relevant entities

• Produce timely, high quality, professional written English-Arabic and Arabic-English translation of technical and non-technical UNMAS documents, including but not limited to National Mine Action Standards (NMAS), reports, proposals and briefings

• Provide administrative coordination and operational support associated to the translation work as requested

• Coordinate with UNMAS internal sections to enable high quality translations as needed

• Provide social media account for UNMAS (eg. Twitter, Facebook) including the content in both English and Arabic

• Monitor local media outlets and social media and update senior managers on events and trends related to UN, specifically UNMAS and AAAS

Liaison and Communication

• Support liaison with Governmental entities, mainly the Libyan Mine Action Centre and other Government counterparts in order to support delivery of UNMAS objectives when assigned

• Contribute towards the implementation of a communications strategy to promote the relevant business unit, region or project as needed by UNOPS or our partners

• Ensure consistent branding and visual image of communications products by promoting uniform fonts, formatting, icons, images and layout

• Assist in the planning and implementation of special events 

• Provide quality control on major documents with respect to use of language and design

• Build and/or consolidate relationships with key stakeholders needed to disseminate
  information

• Assist in the maintenance of documentation of decisions and correspondence and actions taken on liaison issues and keep electronic filing up to date when assigned

• Assist in the preparation of agendas and supporting documentation for the CMAP and SPO/HPU meeting with Local Government Officials and other stakeholders when assigned

• Advanced University Degree (Master’s Degree or equivalent)with a minimum of 2 years of relevant experience; OR
• First level University degree (Bachelor’s Degree or equivalent) with a minimum of 4 years of relevant experience 
• Certification in Translation is desired

• Experience working in Mine Action or similar technical field is desired
• Experience working on communications projects for both an internal and an external audience is desired
• Experience in dealing with local and national institutions (Government, Military, and Police etc.) in Libya is desired
• Experience with the United Nations or international NGOs is desired
• Experience working with office software packages (MS Office) is required

• Fluency in English and Arabic (speaking, reading, writing) is required
