UNOPS Bangladesh
UNOPS has been present in Bangladesh since 2003. In 2014, UNOPS established as formal representation as a response to the UNOPS Executive Board in order to provide more substantial support to the Government of Bangladesh and other clients in the different areas focusing to Resilient Infrastructure Approach, Programme and Project Management, Fund Management, Procurement, Human Resources, Financial Management emphasizing on building national capacities, improving resilience of communities with a view of contributing to the implementation of the Sustainable Development Goals (SDGs). UNOPS operates in Bangladesh through a Host Country Agreement signed between the People's Republic of Bangladesh and UNOPS in September 2023.
Project Background
Within the Digital Health Bangladesh Project, UNOPS is providing strategic technical assistance to the Ministry of Health and Family Welfare (MOHFW) and the Asian Development Bank (ADB) to design and prepare a transformative digital health investment. The initiative seeks to consolidate fragmented digital health initiatives into a unified, scalable, and sustainable ecosystem aligned with the National Digital Health Strategy (2023–2027), Universal Health Coverage (UHC) goals, and ADB’s Strategy 2030.
The Digital Health Systems & Governance Senior Analyst will play a pivotal role in ensuring that the project’s design phase is firmly anchored in national priorities and governance frameworks. The incumbent will support policy and strategy alignment, facilitate institutional and stakeholder coordination, and contribute to the design of governance mechanisms—including the establishment and operationalization of a Central Project Management Unit (PMU) within MOHFW. The role will also provide technical inputs to the development of the Digital Health Strategic Blueprint (2026–2030), ensuring that governance, regulatory, and institutional arrangements are practical, inclusive, and sustainable.
The Senior Analyst will work closely with the Project Manager – Digital Health Architecture Expert, MOHFW focal points, and other team members to ensure that all project deliverables—such as the strategic alignment matrix, governance frameworks, capacity-building plans, and sustainability strategies—are developed in consultation with stakeholders and meet the needs of the Government and ADB. Success will be measured by the project’s ability to deliver an investment-ready, government-endorsed proposal, and by the degree to which institutional capacity and governance systems are strengthened for long-term digital health transformation.
This position is recruited specifically for the Digital Health Bangladesh Project (Design Phase, 2025–2026), which focuses on strategic alignment, readiness assessments, digital health architecture design, institutional capacity development, and preparation of an ADB investment proposal.
Local Context (Bangladesh)
Bangladesh has demonstrated strong commitment to digital transformation through its Digital Bangladesh vision and National Digital Health Strategy. Despite progress in health information systems, HIS/DHIS2, and mHealth solutions, challenges persist in interoperability, governance capacity, and institutional coordination. UNOPS, through the Digital Health Bangladesh Project, is supporting the Government to address these challenges by strengthening governance structures, aligning policies and strategies, and preparing for nationwide digital health investments that will enhance service quality, efficiency, equity, and resilience across the health system.
