Under the overall guidance of the Project Manager and direct
supervision of the Operations Manager. The selected candidate shall apply all
UNOPS’ policies, rules and regulations, related to Procurement. He/she is
responsible for the timely procurement of goods and services for the project
and ensures high quality and accuracy
of work. He/she ensures implementation of procurement strategies,
focusing on full compliance of procurement activities within UNOPS rules and
regulations and contributes to the
timely and accurate delivery of the project.
The Procurement Specialist is a key player in the project’s collaborative,
client-oriented approach and contributes to delivery of the satisfactory and
timely delivery of all project activities. It is understood that the Procurement Specialist will be working in a dynamic and changing
environment with limited resources.

Duties and
Responsibilities:
- Facilitate the application of UNOPS Procurement rules and regulations in
the implementation of the project including liaison
with all existing units and field operations
- Implementation of
effective internal controls, proper design and functioning of a client-oriented
procurement management process
- Implementation of
proper needs assessment and requirement definition mechanisms for
identification of projects’ actual procurement needs
- Facilitate the
implementation of procurement plans for the project
- Implementation of
proper monitoring and control of procurement processes including receipt of
requisitions, organization of RFQ, ITB and RFP, receipt of quotations, bids and
proposals, their evaluation, negotiation of certain conditions of contracts in
full compliance with UNOPS Procurement Manual and FRR
Other tasks that may be deemed necessary for the
project.
