Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

It is headed by the Centre Director, who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

The Evaluation Consultant is required to undertake a performance evaluation of Afghan Civilian Assistance Program (ACAP III) being implemented by UNOPS under the overall oversight and direction of UNMAS. The USAID funded ACAP III commenced implementation in mid-2015, and expected to be continued till mid-2018. The objective of the program is to mitigate the impacts of the conflict on civilians. The program has three components: victim assistance, institutional capacity building, and advocacy and outreach. Under the victim assistance component, the program supports eligible conflict-affected civilian families with immediate assistance and targeted long-term assistance to support victims’ recovery including economic reintegration assistance. The institutional capacity building component is aimed at improving the government’s ability to serve the needs of the victims. The principal government institutions engaged in the delivery of victim support services are targeted under this component. Government institutions, stakeholder group engagement, and a media campaign are being used in support of advocacy and outreach component.

The purpose of the evaluation is to assess program progress towards objectives, identify measures for enhancing results during the remaining period, and to make recommendations for subsequent ACAP interventions, as outlined below.

The Consultant will evaluate the project’s achievement of stated objectives, examine the change that was brought about as a result, and consider how well the project was planned, managed and implemented to meet the end needs.  In addition to documenting areas of achievements, the exercise will assess challenges encountered and provide lessons learned with concrete recommendations to guide the design and implementation of future projects. The evaluation shall include the following specific tasks:

• Assess the program implementation strategy adopted with critical review of successes and challenges.
• Review the progress made in program component and assess the results delivered towards achieving the overall program objective.
• Determine whether the programme activities are implemented effectively to make an impact on beneficiaries in a cost-effective manner.
• Review the effectiveness of the adopted Logframe as a tool for performance management reporting and suggest improvements for future programme design
• Receive beneficiary feed-back on the assistance provided by ACAP III and verify the level of effectiveness in delivering program results;
• Seek stakeholder feedback, on overall program awareness and cooperation during implementation, and comment on improvement opportunities;
• Make recommendations for the end-term review and identify areas of improvement for incorporation into the current program and suggestions for future program improvement.
